John Cutlip Obituary


John David Cutlip of Strasburg passed away unexpectedly Saturday, September 11th. Mr. Cutlip was born in Gassaway, WV on January 1, 1934, the 9th child of Burton Earl Cutlip and Maude Lee Simmons Cutlip. He received a B.A. in Secondary Education from Glenville State College and a M.S. in Personnel Administration from George Washington University. He served in the U.S. Army, 1956-58 and 1961-62.

Mr. Cutlip was employed as WVU 4-H Agent in the West Virginia Counties of Fayette and Monongalia for seven years and VPI 4-H and Agricultural Agent in Shenandoah County for six years. He was Shenandoah County Administrator for twenty-three years and Nelson County Administrator for four years. He had also worked as a High School Teacher and served on numerous Boards and Councils dealing with economic and municipal assistance and growth. Among his many accomplishments are: "Glenville State Alumni Chapter Award", 2007; "Virginia's Economic Developer of the Year", 1985; "Virginia's 4-H Alumni of the Year", 1984; received "Fellowship for Year's Study of Federal Government and Its Relationship to Business and Industry", 1964-65.

John considered his greatest blessings to be numbered among his family and his church and he worked tirelessly in service to both. He is survived by Georgia, his cherished wife of 54 years and five children and their spouses: Teresa (Terry) Cutlip Minnick and husband, Dean of Edinburg; Donna Cutlip Hupp and husband, Dennis of Strasburg; John David Cutlip II (J.D.) and wife, Joy of Strasburg; Melanie Cutlip Buffkin and husband, Jeffrey of Williamsburg, VA; Julie Cutlip Sturr and husband, Tim of St. Louis, MO; and sixteen grandchildren: Aaron Minnick, Jordan Minnick (& wife, Vanesa), Stephen Minnick (& wife, Lindsay); David and Miley Hupp; Jessica Cutlip Smith (& husband, Ronald), Jacob Cutlip; Jeff, Seth and Megan Buffkin; Madison, Hannah and Cooper Sturr. He is also survived by two brothers, Arlos Cutlip of Gassaway, WV and Robert Cutlip of Grand Island, FL and two sisters, Argie Murphy of Gassaway, WV and Lura Rose of Ashland, OH.

Family will receive friends at Grace Baptist Church in Woodstock on Tuesday, Sept. 14th; 6:30-8:30 p.m.

A Celebration of Life Service will be held Wednesday, September 15th, 11:00 a.m. at Grace Baptist Church with interment at Sunset View Gardens in Woodstock. Memorial contributions may be made to Grace Baptist Church Building Fund.

Greatly admired and respected by those who knew and worked with him as man of faith, integrity, and perseverance, the presence and continual selfless service of John D. Cutlip will be grievously missed.

To the entire Cutlip family,
I first met John when he was appointed as our first County Administrator, and I a young 'cub' reporter for WSIG. His professionalism and knowledge of how things really work in county government were a pleasure to see in action. John was always helpful to me and could be relied upon to provide details that helped me in my news reporting. In later years his friendliness whenever our paths crossed were most welcome. His passing is not only a loss to you, but to his entire extended Shenandoah County family. His 4-H, as well as administrative career are an inspiring and challenging legacy for all to seek to achieve. It was a pleasure knowing John.
