Dear Diane and Samantha,
I met Bob the early portion of 1970 when I was President of the RI State Police F. O. P. Lodge #25. I along with others negotiated several contracts with Bob. Negotiations that over the years, brought the RI State Police out of the "dark ages".
We always had dedicated troopers who were deserving of the very best, it took Bob´s intellect, patience, and drive to let all Rhode Islanders realize how fortunate they were to have the RI State Police protecting them and their families. These traits which were hidden for too long, but were brought out with Bob´s excellent presentations.
I believe every person in life needs someone to talk to every now and then, Bob was my go to guy for many many years and he never let me down.
God bless you Bob, you will always be in my heart and thank you for all you did for the Rhode Island State Police Family.

Dear Diane and Family,
I wanted to extend my deepest condolences on Bob´s passing. He was a tremendous mentor to so many of us during his years working with the Rhode Island State Police. His impact on our lives and careers cannot be overstated.
Bob was not only a remarkable attorney and advocate but also the epitome of a gentleman. I often reflect on the many conversations we shared during contract negotiations, filled with wisdom, dedication, and, of course, laughter. He cared deeply for the members of the RISP, serving as our guardian and always guiding us to consider the bigger picture.
Bob´s legacy of professionalism, kindness, and unwavering support will remain with us forever. Please know that his influence extends far and wide, and he will always be remembered with gratitude and respect.

I first met Mr. Moss when I was a young trooper. All troopers respected him for his independence and legal expertise throughout my career. We always found comfort in knowing that Mr. Moss represented us. As a Major, I was part of the state's negotiation team, and Mr. Moss conducted himself with class and dignity. He was an unparalleled attorney.
Please accept my deepest condolences for your loss. He was indeed one for the ages.

I was The RISP colonel who followed Col. Stone( one of Bob's negotiation adversaries) I had no previous history with Bob as I came from the NYSP as a newbie to the RISP. I met Bob at our first contract negotiation session. I found him to be a cordial, professional in every way.He treated me with courtesy and I did him likewise. I understood his position and I respected it and he did mine. We were able to work out differences as gentlemen and professionals. The Troopers could not have had a finer champion. I am sorry for your loss. He will be missed and long remembered.

I met Bob in 1980 when I became President of RI State Police FOP Lodge #25.
While I was in office, he guided us through the morass of negotiations and binding arbitration resulting in Blue Cross after retirement for all RI troopers! It still exists through today!
Bob always undercharged us for his services. He was truly our friend and not just an attorney!
