Hubbard Bowman Neighbour, 97, died on Tuesday, November 15, 2022, surrounded by his family at UnityPoint Health – Trinity in Rock Island. Services will be held at 10:00 a.m. on Monday, November 21 at Rafferty Funeral Home in Moline. Burial with military honors by American Legion Post 246, Moline will be held at the National Cemetery on Arsenal Island. Visitation will be held at the funeral home from 1:00-3:00 p.m. on Sunday, November 20. Memorials can be made to Project Now, Rock Island or River Bend Food Bank, Moline.

Hub was born in Moline on March 26, 1925, the son of the late Leonard B. and Lois Hubbard Neighbour. He graduated from Moline High School in 1942 and attended Iowa State University in Ames from 1942-43, pursuing a degree in Mechanical Engineering. When WWII began, he volunteered for the U.S. Navy and was sent to Midshipman School at Columbia University in New York, where he was commissioned as Ensign. He attended Amphibious School in San Diego and was aboard the USS Heywood as Lieutenant when the war ended in August, 1945. After the Heywood was decommissioned in Boston, he was sent to the Materials Redistribution office in Chicago.

Hub completed his degree in Mechanical Engineering at Northwestern in 1945. He worked for Deere & Co. for one year and then returned to Northwestern to pursue a degree in law, graduating in 1950. Hub began his law practice at McDonald and McCracken before joining the firm of Bozeman, Moran, and Clockau in 1954. On January 1, 1956, Hub and Virgil Bozeman founded the law firm of Bozeman & Neighbour, which would ultimately become the firm of Bozeman, Neighbour, Patton, and Noe.

Throughout his career, Hub served as Moline City Attorney from 1961-69; was admitted to practice before the Illinois Supreme Court and the 7th Circuit United States Court of Appeals in Chicago; and was honored by admission to practice before the United States Supreme Court. He also served on many committees and boards, including but not limited to, Chairman of the Professional Ethics Committee of the Illinois Supreme Court for 10 years, Secretary and Board Member of the Moline Foundation for 20 years, President of the Rock Island County Bar Association, a lifetime member of the Workers' Compensation Lawyers Association, a lifetime member of the Illinois State Bar Association and the American Bar Association. He was also a proud Board Member of Short Hills Country Club.

Hub married the love of his life, Marjorie Nitsch Neighbour, on January 20, 1951. They resided happily in Moline throughout their 53 years of marriage.

In his nearly 100 years of life, Hub accumulated a remarkable variety of experiences and pursued many interests and hobbies, including the study of jazz piano, aviation, mathematics, literature, philosophy, history, and world travel. He will be remembered for his wealth of stories, immense wit, and genuine interest in others. A gentleman of the highest order, he was a loving friend to all and a cherished husband, father, and grandfather.

Hub was preceded in death by his wife, Marjorie, and daughter, Carol. He is survived by his children, David (Deb) Neighbour and Amy (Jeff) VanEchaute of Moline; grandchildren Sarah Neighbour of Denver, Margaret VanEchaute (Scott Worthington) of Minneapolis, James (Tawnya) VanEchaute of Des Moines, and Clare VanEchaute (Jake Lavacot) of Minneapolis.

- I was saddened to hear of your dad´s passing. He impacted my life in always positive ways.
- In my high school years, I would come home from school and find my dad and Hub playing gin. There was friendly banter, and in the end, they would settle up and shake hands. They played cards, always gin, at the club and wherever.

I was blessed and fortunate to know Hub for my entire life. He was kind, gracious, humble, insightful, funny, ageless, and according to my father, one of the finest attorneys he knew. Our entire extended family adored Hub, and we will all miss him tremendously. That smile, and that laugh are indelibly etched in our memories.
