Jill was born on September 16, 1959, in DeWitt, Iowa, the daughter of Willard "Bill" Alvin and Donna Mae (Ruchotzke) Branch. She was a 1978 graduate of Davenport Central High School and went on to earn her associate's degree from Scott Community College. On April 16, 1988, Jill was united in marriage to Walter "Wally" Lechtenberg at the Holy Cross Lutheran Church in Davenport, Iowa.
