Born in Philadelphia, he was a son of I. Leon Kaplan, Reading; and a stepson of May Kaplan, Reading.
He was a graduate of Temple University with a bachelor of arts degree, and received a master’s in criminal justice from Michigan State University.
He was recently retired after 30 years of distinguished service with the U.S. Department of Defense.
He is survived by his wife, Sheri, Great Falls; two sons, Rudy Kaplan and Dallas Kaplan, both of Washington D.C.; and two stepsons, Matthew David, California; and Ryan David, New York.
Other survivors include a sister, Naomi Lokoff, Dresher, Pa.; a stepbrother, Richard Blutstein, Harrisburg; and two stepsisters, Wendy Blutstein, Laverrock, Pa.; and Laura Blutstein, Portland, Maine.
There also are a niece, Amy Lokoff, Dresher; two nephews, Jacob Lokoff and Samuel Lokoff, both of Dresher; and two cousins, Phyllis Swain, Philadelphia; and Jerome Mersky, California.
Burial will be Sunday at 2 p.m. in Har Jehudah, 8400 Lansdowne Ave., Upper Darby, Pa. After graveside services, family and friends will gather at the residence of his sister, Naomi Lokoff, at 1121 Dundee Road, Dresher, PA 19025.
Levines Funeral Home, Philadelphia, is in charge of arrangements.

Steve was a mentor to me and more than that, a friend. I will always think of him everytime I see one of those ugly little BMW M coupes that I talked him into buying instead of the Firebird he was considering. I'm sorry we never got to take that canoe trip with the kids we were planning on. You will be missed greatly.

Kaplan Family, Steve was my friend and shall always be remembered as a Gentleman, a Man who never said anything but good of anyone, a Man who I loved to talk with and heaven knows loved to kid with pertaining to my putting some bumper sticker on his vehicle.
