Mike was born in Lakeport, CA to Joseph Louis and Estar Huggins. He worked for San Joaquin Co. Environmental Health Dept for over 30 years, touching many lives along the way. He enjoyed gold mining, fishing, and restoring classic Chevys; however, it was his family he lived for. He was a devoted and loyal husband, father, grandfather, and friend.
He is survived by his loving wife, Sandy; his children Jeffrey Louis and Julie Diane, and his grandson Lennox Louis.
A memorial service will be held at Sylvan Chapel at 900 Sylvan Ave., Modesto on Tuesday the 20th at 11 a.m.

Words cannot express how my heart goes out to you and yours.
Mike was not only a co-worker but became a close friend over the last year; as did you.
I will miss visiting with him in the mornings when we would both be at work a bit early. He was a wise, caring and wonderful man. You are very fortunate to have years of many wonderful memories made with such a precious creation.

I am so sorry to the Huggin's family and Julie. Mike was a great inspiration and role model for me as a friend and a co-worker. He was a loving, kind and gentle man that would always tell his grizzy bear stories in Alaska to me. He always said how proud he was of his wife and kids. May god touch your lives and see you through these times. God Bless you all.

I worked with Mike too, and will miss his hearty laugh, his colorful language, his bluntness and honesty, and his willingness to help others - to be there when you needed him - especially the people he worked with. And, I know he loved, loved, loved his family. He was taken too soon.

Mike was the most thoughtful and caring friend a person could have in their lifetime. Every personal or work relationship he had was treated with a "kind heart and skilled hands." He let others know they were loved. Furthermore, he made so many valuable contributions to society. Most importantly, was Mike's family. From the first time I met him that was what he loved to talk about most. Mike reflected so positively about his beloved wife, children and the recent grandchild. I am so saddened for your loss. He will be missed, but never forgotten. Mike's contributions in this life have made a beautiful legacy of loving and warm memories for all of us to share. My family will miss Mike deeply.
