Frank worked for me when I was a Captain of the Winnebago County Correctional Facility at 420 W State. Seldom sick and always willing to help extra if needed. If you worked the shift with Frank, you could hear him along with Frank Armstrong yelling in the halls so everyone could hear them. Frank truly was dedicated to doing his job which included not only security but helping those who wanted help. You wouldn't get anything over on him as he took his responsibilities and performed them flawlessly. God bless Frank Leon and all Correctional and Police officers. It is NOT an easy job but at the end of the week, you just felt great. I'll miss Frank. Everyone who knew him will.
