Richard Owen Obituary

Richard Owen, longtime Sacramento educator and community advocate, passed away, at the age of 75.



Born in Los Angeles, California to Irene Smith, Owen was raised by his mother and stepfather, Joseph Owen. His early life was marked by hardship and adversity, including the death of his stepfather in childhood, and time living in foster care and with family out of state. Returning to California as a teenager, he became involved with the juvenile justice system. With the support of family and mentors, and guided by principles learned from Civil Rights leaders, he redirected his path-earning his bachelor's degree from California State University, Chico, a master's degree from Sacramento State, and dedicating his life to supporting underserved young people through education.



Owen became a respected figure in Sacramento's educational community, known for his leadership and belief in every student's potential. After retiring, he remained active in public discussions on education and civic issues and co-hosted a local radio program.



He is survived by his five children, nine grandchildren, former wife, two siblings, and many extended family and friends.



In lieu of flowers, donations can be made to Dr. Alan Rowe's United College Action Network, Inc., supporting students pursuing higher education.



A memorial service will be held on April 16, 2026, at 11:00 a.m. at Harry A. Nauman & Son Funeral Home.
