Connie Noffsinger Cowley

April 5, 1933 - November 1, 2025

Holladay, UT-Connie was born in Greeley, Colorado, to Flora Schmittel and Ralph Noffsinger.

Connie was a proud graduate of the University of Colorado, class of 1955, Connie earned her degree in English.

Soon after, she met and married John Foss Cowley, in Salt Lake City, Utah. Together, they built a family full of laughter and lively debates.

Connie worked for the State of Utah, Division of Family Services for over 35 years, devoting her compassion, and determination to helping young women and children.

Connie is survived by her husband, John; her son, Tobin (Melanie Anderson); her daughter, Anita (Redge Bingham); her grandchildren Chase, Jenessa (Nick Cook), Colton (Darcy Cooper), Gabriel (Jane Berger), Baylee (Brent Church), and Isabel (Stone Togiai); and her great-grandchildren Draycen, Bair, Isla, Rose, and Elu - all of whom agree she was a dynamic grandmother.

Connie lived with, confidence, and a twinkle in her blue eyes. She'll be remembered for her sharp mind, and her fierce love for her family.

Proceeded in death by her parents Flora and Ralph Noffsinger and her beautiful little sister Anita Noffsinger Casteel

I served with Connie on the JOBS Central Region Coordinating Council in the early 90s. She was a compassionate, innovative, and dynamic leader. She spearheaded programs that helped single parents finish school and avoid economic disincentives for returning to full time work. I consider her an early career role model and have thought about her often over the years.

My heart is broken. I met Connie when I first started working in the same Department over 40 years ago. She was my mentor, role model, and friend. Connie was smart as a whip, generous with her time, ethical and the go to person when complicated situations needed logical thoughtful solutions. Connie was trusted by all of us. In work and our retirement years, she stayed my lovely and dear friend. My love to John and family. I feel so lucky and grateful to have had Connie in my life.

Connie was a good friend and co-worker of my mother, Peggy Perkins. They shared countless hours of laughter and fun doing jobs that needed humor. Connie was a darling woman and dearly loved her family. My deepest condolences.
