DIPOMA
Larry R. Dipoma, age 66, passed away on Thursday, September 2, 2010 in San Antonio, Texas. Larry was born in Logan, Utah on July 6, 1944 to Ray and Ruth Dipoma. Colonel Dipoma received a Bachelor's Degree in American History from Weber State College, Ogden, Utah and a Master's Degree in European History and an ROTC commission from Utah State University Logan Utah. He was also a graduate of Squadron Office School, Air Command and Staff College, and Air War College. Colonel Larry R. Dipoma became the Deputy Director of Aerospace Fuels Management in July 1993. As Deputy Director, Colonel Dipoma was responsible for five divisions including one detachment at Cameron Station, Virginia and ten Aerospace Fuels Laboratories located worldwide. The Directorate has logistics and quality assurance responsibility for all fuels, missile propellants, chemicals and gases used by United States Air Force operational forces, National Aeronautics and Space Administration, and other organizations as directed and directs operational management of the Fuels Division Air Force Stock Fund. Colonel Dipoma previously served as Assistant for Petroleum Logistics Policy, Office of the Secretary of Defense from July 1989 to July 1993. Colonel Dipoma was responsible for the development and oversight of petroleum management policy for the Department of Defense. He worked with Congress, Services, Joint Staff, and other federal agencies to develop the Defense Planning Guidance, the Defense Budget, Congressional testimony, and proposed legislation. Colonel Dipoma formulated United States positions on petroleum matters for NATO committees and advised the Department of Energy on wartime civil emergency planning. From June 1985 to June 1989, Colonel Dipoma served as Deputy Chief of the Air Force Energy Policy Office, Headquarters USAF. He also served as Chief of the Air Force Fuels Technical Assistance Team, San Antonio Air Logistics Center; Chief of Supply, and Commander of the 43rd Supply Squadron, Andersen AFB Guam; Chief Fuels Operations Branch, Headquarters Tactical Air Command; Assistant Professor of Aerospace Studies and Commandant of Cadets, AFROTC Detachment 930, University of Wisconsin-Superior; and as the Base Fuels Management Officer at Lajes Field, Azores, Portugal, and Forbes AFB, Kansas. His decorations include the Defense Superior Service Medal, Air Force Meritorious Service Medal with three oak leaf clusters and the Air Force Commendation Medal with two oak leaf clusters. Larry is survived by his wife, Chris Dipoma; daughter, Heather Cooper, son-in-law, Bill Cooper; son, Maj. Nick Dipoma (USAF); daughter-in-law, Devon Dipoma; grandson, Brock Cooper; parents, Ruth and Ray Dipoma; brothers, Dewey Dipoma and Terry Dipoma; sisters, Nancy Russell and Tami Proctor; best friends: Lew Thompson, Ozzie Pinkham; Gomer Custer; Kay Wolf; John Booker; Chet Schickling, Rachel Booker; Vicki and Jim Logan, Elisa Ellington, Kim McClure; beloved dog, Pete.
