Noreen was such an inspiration to me. We worked together as advisors to the chapter of ADPi ,UW.I was a young mom and always cherished her kindness and guidance. My dad had been in the FBI. We shared the law enforcement connection. She will be missed but never forgotten.

I worked with Noreen when she was an Assistant Police Chief in the Seattle Police Department and I was just starting my career as a labor negotiator for the city. She was always a beacon of light--gracious, professional, able to clearly speak her mind and more than hold her own in a male dominated field. Her beautiful smile was always a welcome sight.

I never had the opportunity to work directly for or with Noreen during my career. However we did see each other often and were on first name basis and there was always a smile on her face.
She was truly the image of a great police officer and human being. When Noreen chose to accept the gig with the Federal Marshals Office, this became a huge loss for the Seattle Police Department.
Donna and I would like to offer our condolences and prayers to Noreen's family. Truly and huge emptiness they must feel.

I first met Noreen when I was a rookie cop at Pct #3, she was in robbery. Her professionalism and dedication to Law Enforcement impressed me then. Many years later she chaired the shooting review board when I was involved in a shooting. Her demeanor then, was as always, professional and caring. She was a wonderful person.

I had the pleasure to work for Noreen in the sex crimes unit. A great boss and very compassionate about this assignment. The last time I saw Noreen it was at the retired officers banquet. She was sitting close to Roy and when she saw me she had a huge smile on her face. I could tell her health was failing and Roy comforted her and told her who I was. It was so tough seeing her in that condition but in my heart I felt she still remembered me.
My thoughts and prayers go out to Roy and the rest of Noreen's family. She will truly be missed by myself and all those that were fortunate enough to have known her.

Chief Noreen Skagen was always a gracious and decent person, worthy of everyone's respect. I had the pleasure of working for her and the last time I saw her, she and Chief Roy were attending a Big Band Concert at the Kirkland Performing Arts Center. She was one of those people who made a positive difference in the lives of all the people she knew and many that she didn't know. Our prayers are with and for her entire family. .. the Seattle Times story of 28Aug2017 covered the Law Enforcement both local and Federal aspect , but it is only a small fraction of the story of this great life of service, well lived.

A Member of the Alpha Delta Pi / Alpha Theta Sorority during her University of Washington days, where she studied Jounalism. Noreen Slavino later wed and became a 'Kimerer' had had two boys.

She joined the Seattle Police Dept as a single Mother where she rose through the ranks to become one of 4 Asst Chiefs and Chief of Family Services and wed a colleague , also, Asst Chief / Chief of Homicide Roy Skagen.


Together, and for the rest of their long marriage, they successfully raised a 'blended family'. With Roy and Noreen as doting parents and grandparents to all their own and mentors to all that crossed their path.

In 1988, Noreen was nominated by then President Reagan and was confirmed in a 'lightening fast 9 days' Senate unanimous confirmation of the 100th Congressional Senate Judiciary vote to the post of U.S. Marshall of the Western States. At the time Joe Biden was the one who placed her name in nomination for the 'unanimous' vote.

Noreen continued her work in projects closest to her own personal philosophies of 'Making a Difference', and ' Personal Success is the Best Revenge'.

In Seattle she worked closely with the Seattle Women's Organization Junior League in their many outreaches and was a treasured committee member of the Miss America Preliminary, Miss Seattle Scholarship Pageant Org.

Among them was one especially important to her was 'Seattle's Childhaven' that became a national pattern of success for the nation's most vulnerable. Noreen was on their Board and invited me to attend the luncheon when then First Lady Barbara Bush attended to award Noreen and the Organization one of the 'Presidential Thousand Points of Light Awards'.

I was honored to attend as Noreen's 'plus 1' as Co-Director of Miss Seattle and found myself at her table lunching with the CEO of Boeing, a Blethen of the Seattle Times, and Seattle's Mayor.

A constant local, State and National 'Point of Light' to untold thousands of the Miss America Pageant Family. This too, began in Seattle and rose in national recognition to Noreen serving on the Judges Panel that selected Miss Hawaii as that years Miss America in Atlantic City, she then was asked to continue on to serve on the Woman's Advisory Board for the program.

Her contributions there firmly laid the foundations of revealing to the nation's collective consciousness, that Miss America was indeed 'More than meets the eye, in that each generation's of young American women are devoted to hands-on leadership in Community Service in the field of their own heart's calling and choice, from the Kitchen table boardroom, to the National Policy War Room and everything in between.

Noreen and I shared a common bond of being both being spouses of USMC veterans who from there, both went on to serve in leadership in Seattles' Public Safety Sector of Police and Fire Services. With all four of us held a common love of those many 'Hearts of Service' we found in the Miss America Pageant Family.

Noreen herself will be sorely missed, but the effects and legacy lives on in the untold thousands of lives she touched, where a few words 'for good or ill' can turn the path of a life forever. Noreen always pointed to the light. She lives on.

I knew Noreen for many years and she was my boss for a year and a half in Crime Prevention, a position for which she recruited me. I always held her in absolutely the highest regard. She was a professional in every sense of the word and she will be missed by many, including myself, who she influenced along the way. My deepest condolences to Roy, Clark, Scott and all of Noreen's extended family.
