I worked for the Civil Service Commission where Mr. Casper was a Commissioner. I remember him on a regular basis because I've always felt like I missed the opportunity to have a closure conversation with him. One of my responsibilities was to deliver the meeting materials to the Commissioners for the upcoming meeting. By the time I finished preparing the materials it was late in the afternoon and almost time for me to leave for the day. Commissioner Casper loved to talk and I remember laughing with my co-workers that I hoped he would be out of his office when I arrived with the delivery. Sure enough he was out so I left the material on his desk and sprinted out in case he was just around the corner. I breathed a sigh of relief when I discovered I had made it to the elevator without notice. When we arrived to work on Monday, the phone started ringing with people inquiring whether the Don Casper killed by a hit and run driver over the weekend was Commissioner Casper. My heart sank when we discovered that it was indeed our Commissioner Casper. I would give anything to have the opportunity to have that last talk with him even if took an hour or two or three. The life lesson I learned is never be in such a rush to take time to listen because it could just be your last opportunity. I never want to experience that feeling again. To his family and friends, I hope you are able to smile now when you remember him. God bless you all.

Don Casper was a dedicated, hardworking public servant of the highest caliber. For many years I observed and worked with him during his tenure on the San Francisco Civil Service Commission. He came to every Commission meeting fully prepared on every agenda item. He decided cases based on the evidence and the law after thorough consideration of the merits. He was a man of principle and integrity, and every party appearing before the Commission knew that they would get a fair shake from him. His death is not only a personal tragedy, but a great loss to the City and County of San Francisco.

This is one of those times when I wish I had the ability to wrap emotions like joy, sadness, happiness, loss, missed opportunities, and a lot of other words I can't even describe into one statement that make sense about the time I was priviledged to know Commissioner Casper and the shock and disbelief I feel at his passing. The best way I can describe it is having the feeling of being in the middle of a sentence and not being able to complete it. Hopefully, that feeling will pass with time.

It was nice to meet his friends, the Payne and Leveroni family and his uncle and his family.

My thoughts and prayers are with his family, friends, colleagues, and acquantices.

To the Family and Friends of the most honorable Don Casper, my deepest sympathies. I was at the mass last night and was not surprised to see the church packed with so many people who loved and admired Don. It is extremely sad to loose Don this way but how wonderful it was to hear how much he enjoyed his life to the fullest. We had a meeting scheduled last Friday where he was scheduled to be sworn back to serve on the State Building Authority; he was so very excited and I was so looking forward to hear his welcome back speech. But that's ok, after hearing his family and friends speak last night, I know Don is sitting next to God telling him stories of his adventures with that great smile of his. God Bless you Don, you will be remembered forever by those who loved and knew you.

I am sorry I never got to know my second cousin Don. I only met him a couple of times as a small child. My Mom followed his accomplishments over the years. My thoughts and prayers are with his Uncle Henry and the rest of his family. I have fond memories of the Casper family and Aunt Lillie. There is a big extended family up there in heaven greeting Don.

Civil Service Commission
I wanted to add my deepest condolences for the passing of the Honorable Donald Casper---an ethical and principled servant of the people. As a past President of the International Federation of Professional & Technical Engineers, Local 21, I had the greatest respect for Donald Casper's equitable application of law and weighing of all sides of issues. Coming from a distinguished San Francisco family, his early loss is mourned by his own family and the San Francisco Government Family.
Respectfully,
Howard Wong, AIA

I would like to send my sincerest condolences on behalf of Grupo Presente. Don was very attentive to our needs for clarity on CSC Reform and will be sorely missed. His long historical knowledge of the city's merit system assisted many in maintaining their employment with the city. His advocacy with the employees of this city was always sincere and always made himself available to all who needed help. Thank You Don we will miss your guidance on the CSC.

I first met Don at the Georgetown University newspaper The Hoya when I arrived at the university as a freshman. I knew instantly that he was someone special, highly talented, a brilliant writer, and with a sharp wit. We had numeous conversations over the years about everything, and I can say that Don taught me how to analyze events and people, but most of all he taught me how to think.

No one who ever met Don Casper can possibily forget him. A man of high moral values, he was true to himself. His love of San Francisco and his concern for the city became legendary duriung the past several decades, but I remember his passion for the city even as a college and later law student.

Don is irreplaceable as a friend, and his tragic death leaves a gap that can never be filled.

It was a joy and a priviledge to know Don. He had a good word for everyone, and he was thoroughly devoted to the well-being of his community, whatever form that took. His record of service, prematurely ended though it was, stands as an example to us all. We would all be much richer for having spent more time with Don.

I have been reading from my cousin Don's Guest Book. Everyone adored him. I remember him as a child. He had a really nice smile and a special way about him. It is sad for me to know he is gone and that I never took the time to check on him. I am learning as I grow older that "life is precious". I know in my heart that Don is gone to heaven. I love you. Rest in peace. Helen

As with all of Don's admirers and friends, it was a total shock to learn of his untimely death. We shared many an experience with our civic endeavors and our common education as Salesians and Ignatians.
I will miss his presence and spirit in our community it and pray that he rest in peace after his good deeds.

I had the great pleasure of dining with Don this past spring while we both attended a Georgetown Library Associates event. Don was a Georgetown gentleman in every sense of the phrase: devoted to family, church, school, and state; a considerate and thoughtful individual; and one of the best dinner-time raconteurs I have ever met. He will be mised by all who knew him.

To the Family and Friends of Don, I think that we all feel the same way. There are not enough words to express the sorrow and the sadness that we feel, loosing such a brilliant, kind, thoughtful and sweet man. Don, the North Beach community will not be the same without seeing you walk or jog down their streets. We are just fortunate that we got to spend your 60th birthday bash at the Bohemian Club with you. Meeting your wonderful friends and Housemates from "Georgetown" was quite an honor. You are now with your Dear Mom and Dad and Nonna. Rest peacefully My friend. We love you. Tina and Angela
