I worked for the Civil Service Commission where Mr. Casper was a Commissioner. I remember him on a regular basis because I've always felt like I missed the opportunity to have a closure conversation with him. One of my responsibilities was to deliver the meeting materials to the Commissioners for the upcoming meeting.
