William Skaggs Obituary

Dr. William (Bill) B. Skaggs, 87, passed away peacefully on Tuesday, September 9, 2025, in Venice, Florida.

Born June 1, 1938, in Harrisburg, Illinois, to Frank P. and Florene Skaggs, Bill went on to marry Charlotte Lungwitz on June 26, 1960, in Carbondale, Illinois. Their marriage was a partnership that lasted more than sixty years.

He is survived by his wife, Charlotte, of Venice, FL; daughters Claire (Stan) Smith of Venice, Florida, and Laura

(Brent) Litzer of Bloomington, Indiana; grandchildren Crystal (Phillip) Smith Gantner of Chicago, Illinois, Justin Stanley Smith of Venice, Florida, Emma Charlotte Litzer of Walnut Creek, CA, Katherine Mary Litzer of Bloomington, Indiana, and Evan William Litzer of Bloomington, Indiana; and great-granddaughter Charlotte Ellen Gantner of Chicago, Illinois.

He was preceded in death by his parents and his brother, Frank P. Skaggs, Jr.

Bill grew up in Harrisburg, Illinois, and Fairbanks, Arkansas, where he delivered newspapers as a teenager. He graduated from Harrisburg High School before earning a Bachelor of Science degree from the University of Illinois in 1960. He went on to receive his Doctor of Medicine from St. Louis University in 1964, specializing in Obstetrics and Gynecology. Following graduation, he served two years in the Public Health Service in Tahlequah, Oklahoma.

Fulfilling a lifelong dream, Bill practiced medicine alongside his father in Harrisburg for 17 years. In 1977, he and his family moved to Evansville, Indiana, where he continued his career and later shared his expertise as a teacher in the Indiana University Medical Residency Program. Medicine was not only his profession but also his calling-he loved his work and the people he served.

After retiring to Venice, Bill and Charlotte made their home at Venice Golf and Country Club, where they enjoyed tennis, golf, and-most of all-time with family. Bill volunteered as a physician at the Friendship Center in Venice and remained devoted to helping others. His faith was central to his life, and he was an active member of his church community. In his final years, he found joy and belonging at Village on the Isle.

A Memorial Service will be held on Saturday, October 4 at 11:00 a.m. at Grace Methodist Church in Venice, Florida.

Bill and Charlotte lived in The Venice Golf and Country Club and enjoyed many of the events here before they moved to Village on The Isle. A photo of them is attached below. Bill was a very knowledgeable and kind man with a giving heart. We hope that Charlotte knows how much Bill will be remembered for his wisdom and kindness. Photo is from New Year's Eve Party at VGCC in 2014.
