Mary Pat Clarke Obituary

Mary Pat Clarke, 83, a former president of the Baltimore City Council, died peacefully surrounded by family on November 10, 2024, following a brief illness. She died nine months to the day after the death of her husband of sixty years, Joe.

To the people of Baltimore, Mary Pat was a tireless advocate, problem solver, mentor, and pathbreaker. For thirty-two of the past fifty years, she served as a member of the Baltimore City Council, including two terms as its president from 1987 to 1995. She is recognized as the first woman elected to Baltimore citywide office, but her public service was driven not by that type of recognition but instead by her connection to the people of Baltimore and her ability to help solve the challenges they faced.

She was a regular presence in the city's neighborhoods, where calls of "Mary Pat" were met with an energetic greeting, by name, to the person who called out to her. She never was found without a stack of note cards and a reliable ball-point pen for taking notes about problems that needed to be addressed - and always were. Decades before the internet made phone lists obsolete, she published a list of numbers throughout City government, labelled "Where to Call for Help," that could be found on the bulletin boards or kitchen walls of many Baltimore homes.

In 1995, Mary Pat was unsuccessful in her campaign to unseat Baltimore's incumbent mayor Kurt Schmoke. A ten-year break from elected office allowed her to return to teaching, which had been her original career. She taught writing, government, and everything Baltimore to students at UMBC, Johns Hopkins, and the Maryland Institute College of Art, and she loved it.

But in 2004, when the City Council was restructured into separately represented districts, Mary Pat jumped back into public life as the representative for District 14, around her Tuscany-Canterbury neighborhood. Over the next 16 years, she shared her experience and leadership advice to a new generation of elected officials before retiring in 2020 to make way for her successor Odette Ramos.

While Baltimoreans knew her as Mary Pat, she was "Bubby" to her large family of four children and ten grandchildren. Her desk and hallways were covered with photographs of her kids, their families, and her many grandchildren, and with their artwork, essays, poems, academic and sports achievements, college logos, and memorable notes. She was the hub of yearly family trips to Rehoboth Beach, where she was quick to recount tales from her own childhood in Providence, Rhode Island, Philadelphia, and Huntington, West Virginia, between trips to the bookstore, ice cream stand, or Fun Land, or a family evening in front of an Orioles game.

Mary Pat was born in Providence in June 1941, the eldest of three children of Jim and Mary (Irish) Hines. Her early years in Providence were the source of vivid, life-long memories of her large extended family, many living within the same few blocks around the parish church. She was a precocious kid who demonstrated her determination at an early age. Unable to see her teacher's writing in third grade because of a desk at the back of the class, Mary Pat finally learned that she was nearsighted. She was surprised when with eyeglasses she saw that the green blur of treetops was individual leaves. The new clarity of vision was an epiphany.

Several family moves followed, ultimately leading to the suburbs of Philadelphia, which is where Mary Pat met J. Joseph Clarke, her future husband, at a St. Patrick's Day mixer. She received her bachelor's degree from Immaculata College in 1963, and she and Joe married later that year and began their careers as high school teachers. In 1967, Mary Pat earned a masters degree in English Literature from the University of Pennsylvania, where years later she also started work toward a Ph.D.

In 1967, the couple moved to Baltimore, Joe's hometown, and it was there that they would raise their four children, John, Erin, Susan, and Jennifer, in a rowhouse across the street from Joe's mother Rose Ellen.

Mary Pat and Joe were energized by Democratic politics in the late 1960's and early 1970's and in efforts to bring Baltimore together in a period of racial tension after the assassination of the Reverend Martin Luther King, Jr. They were members of the New Democratic Club, which sought to take on Baltimore's ensconced political clubs while working in coalition with reform-minded political organizations from Baltimore's Black communities. Both Joe and Mary Pat were candidates on some of Baltimore's earliest racially integrated political tickets.

Although best known for her unflagging energy, those closest to Mary Pat will also miss her laughter, compassion, integrity, and fearlessness. She was a role model and inspiration to her friends and family as much as she was to the people of Baltimore. She was loved and will be missed.

In addition to her husband Joe, Mary Pat was preceded in death by her parents and many dear friends. She is survived by her sister Susan Palombi and husband Angelo, of Apex, NC, her brother Jim Hines and wife Sandy of Holt, MI; her children: John and Susan Clarke of New Canaan, CT; Erin and David Gorden of Dover, MA; Susan and Jay Chandrasekhar of Los Angeles, CA; and Jennifer Clarke of Baltimore; and her ten grandchildren: Paull, Lucy, and Amy Hubbard; Tom and Claire Gorden; Will, Ella, and Janie Chandrasekhar; and Eleanor and Steele Clarke.

A funeral mass will be held at the Cathedral of Mary Our Queen on Saturday, November 23, at 10:30 a.m. with a reception to follow immediately afterward.

Many of us in Baltimore have Mary Pat stories. Mine took place in 1985 when I was co-chair of the Russian Film Festival at Friends School. I was asked to bring a visiting Russian teacher to a precinct on Election Day so he could experience first hand an American election. Mary Pat arranged a precinct for us to electioneer for her in her district. It was a Black precinct and other electioneering participants were excited and welcoming to meet a Russian. Though grateful for nearly 50 years of friendship and work together, my heart is heavy today.

Mary Pat loved her family and so many more. She is one of those unique individuals who when confronted with a person in need, believing thats something can be done about everything, always stepped forward. She was always fully present and the person in front of her was always the most important person in the world.

Mary Pat was a comfort, colleague and a true friend. Whenever I needed her - whether standing up in court, designing a class for my students, helping a family in need, looking for an opportunity for a student, bringing political leaders to sit in conversation with our students or providing caregiving when recovering from surgery, and so much more - she showed up and lent a hand.

When we went out to dinner, Mary Pat would be stopped multiple times on the street with everyone sharing a story of their relationship with her or asking for some help. It would continue with staff in the restaurant. She was a local celebrity of the best kind, more like a member of the family than on a pedestal.

We are all stewards on this Earth and the most fortunate of us find a life of deep purpose and meaning. Mary Pat has left the world a better place and her legacy lies both in her loving family and all of those who learned by her example and made better by her counsel and support..

I will miss Mary Pat's laughter, her wisdom, her can do attitude, her quirks, her stolen moments to grab a quick smoke. I am thankful for her life and grateful for her family who shared her with all of us.

I have known and loved Mary Pat since we were both young and enthusiastic about the future of Baltimore in the 1970's. She was a mentor to me. Over the years there were times when we were in contact regularly and there were times when a while passed. However there was always a comfort level knowing whatever help I needed would be made available by MP. It did not matter if she were a City Council Person, a City Council President, a Mayorial Candidate or just a friend from the neighborhood. She was always there when needed. She changed a city while enriching the lives of others and spreading abundant joy and grace wherever she walked.

Mary Pat's life was a sermon, a sonata, a blues tune, an African chant, a Hindu prayer. It was marvelously engrossing.

Mary Pat Clarke provided so much guidance and wisdom unselfishly. She inspired me to be a better participant in helping my community, especially in high school. I attended and graduated from Baltimore City College. The student body held a protest in Annapolis and at the then location of the school board so they would not cut our high school's funding for my 10th through 12th-grade years. She was so accessible to students. "She will be missed" is an understatement. Her family and friends will be in my prayers for comfort and peace as they mourn.

I still remember Mary Pat on TV when she was running for Mayor. She had lost the heel of one of her shoes but kept campaigning anyway(I think it was channel 13.) I regret not voting for her that year. She was always so dedicated. She never made you feel that she was "smarter" than you. Whenever she saw me at Dizzy Restaurant, she would say, "Hi, babe." She was definitely a local legend. Let me tell you a story of a friendship that we shared for 49 years. I first met Mary Pat in 1976. She was a community activist who was just starting with the city council. At the time the state of Maryland had picked the old Continental Can site on Biddle Street as the site of the next prison facility to be built. The citizens of Berea and Orangeville were the closest communities to the site. I was just a teenager in high school but marched along with many others from Berea as we partnered with Orangeville and any others that would help save our community. It was a unique situation because if you remember Berea was predominantly black and Orangeville was predominately white. This issue was so big that it caused the two communities to work together for the common good. There was power in numbers and it was like David versus Goliath (the communities against the state of Maryland). Even though I was just a teenager I passed out flyers throughout our community and attended planning sessions for strategy with Mary Pat Clark and our community association at that time which was called the Eastside Neighborhood Improvement Association. We ultimately won that fight (most people gave us no chance of winning because the state had already bought the property) We won and it was because of the tenacity of Mary Pat Clark. It was because of that experience that I got involved in community activism. We also worked together for many years fighting to save Lake Clifton High School. I last saw her two months ago at a dedication ceremony at Montebello School where a new playground was dedicated to her. She was a trailblazer and pioneer in so many ways. I´ll miss my friend.

I am so saddened to hear of Mary Pat´s passing. She was such an amazing woman and so attuned to the problems her constituents faced. She did everything in her power to make life better for the citizens of Baltimore. I remember her going door to door when she first ran for her position in the Baltimore City Council. At the time, I lived in the York Courts, on Greenmount Avenue near 39th Street. She knocked on my door, and I had quite a pleasant conversation with her. I knew she would do a fantastic job as councilwoman. Little did I know at that time what her involvement would mean to the City of Baltimore for many years to come, and what an enduring legacy she would leave.

My sincere condolences to your family. I met Mary Pat when I moved to E. 35th St., and my home flooded in 2003. She was dressed in a navy blue pants suit and went back to her car to put on her boots and walked throughout my whole house, and even though my house was filled with water and raw sewage, she didn´t blinked, but encouraged me that she will be working to help me. I met Councilwoman Clarke when I was 14 through my principal in an after school program. She was the 1st person in government that I met that took the time to listen even though I was a youth. Mary Pat was "one of the good guys" in Baltimore Politics! Those days when our City Politicians really gave everything they had to help this City progress and be safe to live in. She was a real go getter, nothing stopped Mary Pat. My condolences to her family and friends. Baltimore is missing a cog in her wheel of those that really gave a damn about our City.
I feel lucky to have experienced the era she served in and those that served with her.
You are missed Mary Pat...rest easy dear lady...you served us very well.

Mary Pat knew the struggles of the people of Baltimore. She shined her light wherever she went in Baltimore. I work on her mayoral campaign in the community of Remington.
