He was born March 8, 1927, in Louisville, Ky. He was the son of George H.A. and Jennie Mae Washington Weaver.
Mr. Weaver is a US Navy Veteran serving in the submarine service, retiring as a Chief, and was one of the first black submariners. Following his military service he worked at Pfizer.
In 1965, Mr. Weaver invented and held a patent for a wheelchair that can climb stairs.
Survivors include his wife, Margurerite A. Weaver, sons; Charles Weaver of Danbury and Eric Weaver of New London; several grandchildren; great-grandchildren and nieces and nephews.
He was predeceased by a daughter, Katherine and two sons, Henry and Jimmy Weaver.
A memorial service will be held 11 a.m. on Thursday at the Byles Memorial Home, 99 Huntington St., New London. The Rev. Wade A. Hyslop will officiate. Burial is private and there are no calling hours.

I served aboard USS Cavalla with Rufus in 1963. I was only a seaman and he was a Chief, but he was a great friend. His happy go lucky attitude and his constant smile will always be remembered. A few years ago I visited him at his home and we talked for quite a while. I wish that I had done it more often. He will remain forever in my memory.

I shared many hours with Rufus aboard USS Cavalla. He will always remain in mt heart. A great Cook, Shipmate and friend. I canstill see his smiling face in the little galley and as he laid down in his bunk in my forward torpedo room. Sail on Shipmate, rest your oar. You will be missed.
