Virginia Lamb Obituary

Mystic - Virginia A. Lamb, 74, of Mystic, died at home Wednesday, Sept. 25, 2024, after a lengthy battle with cancer.

Born Nov. 10, 1949, in New London, she was the daughter of Everett Rogers Lamb Jr. and Helen (Brannegan) Lamb. Virginia grew up in Ledyard, and attended Ledyard High School where she was in the first graduating class in 1967. After high school she was accepted to Georgetown University and received her Bachelor of Science in Foreign Service and International Affairs in 1971. The Virginia attended American University Washington College of Law where she obtained her Doctor of Law in 1974. Virginia passed the bar exam in the District of Columbia, Virginia, Maryland and Connecticut all on the first try. When she passed the bar exam in Connecticut she was 50 years old and had been out of law school for 25 years.

Virginia had an accomplished and impressive career as an attorney. From being partner, treasurer and president for her consulting firm FLR Health Resources Inc. in Atlanta, Ga., to Sr. Vice President of Managed Care as well as the Interim President at Manchester Memorial Hospital a part of Eastern Connecticut Health Network in Manchester, to being General Counsel for the Connecticut Health Insurance Exchange (Access Health CT) in Hartford. Virginia was most proud of the legal structuring and the creation of the Connecticut Healthcare Exchange, Access Health CT. She contributed much to the federal structure, especially policies and procedures, most of which she wrote. She made sure that Connecticut's services available were even broader in scope than those mandated and she worked tirelessly with providers, healthcare carriers and legislators to ensure their provision and reimbursement.

Virginia was a lover of nature and animals especially cats. She loved to feed all of the woodland creatures daily on Masons Island where she lived. She considered her cats as her children and cared for them as a mother would a child.

Virginia is survived by her five nieces and nephews, Brenda Hartman (Brad) of State College, Pa., Christopher Maurer (Melissa) of State College, Pa., Heather Perry of Mystic, Russell R. Perry (Julie) of Uncasville, and Holly Perry of Groton. She is also survived by her brother-in-law Frederick Maurer of State College, Pa.; six great-nieces and nephews and a circle of cousins and cherished friends. In addition to her parents, she is predeceased by her sisters, Nancy (Lamb) Maurer of State College, Pa. and Jane (Lamb) Perry of Ledyard.

The family would like to thank Ita Cox for all the care, comfort and compassion she provided for Virginia, as well as her hospice RN Jude.

A Memorial Service will be held at 2 p.m. Saturday, Oct. 5, at the Dinoto Funeral Home, 17 Pearl Street, Mystic. A time to gather, chat and remember Virginia will follow from 3 to 6 p.m. at Rocks 21 at the Inn at Mystic, 3 Williams Avenue, Mystic.
