Frances was born Jan. 8, 1939, in Franklin to the late Arvey and Mary Williams Seay. She was the second youngest of 11 children.
In addition to her parents, she was preceded in death by her husband, Victor Teague; brothers, Lewis, John, Howard, Norman, Roger and Clarence "Red"; sisters, Margie Stiwinter, Doris Evitt, Ella Mae Ledford; and infant sister, Mary Burdell.

On Oct. 25, 1958, she married her devoted husband, Victor Neville Teague, and they were happily married for over 60 years. They started a dairy business in the Ellijay community and continued to operate the family farm for over 40 years.
She and Vic attended Higdonville Baptist Church for many years where she served as church clerk, sang in the choir and taught Sunday School.
