John was born on March 7, 1937, to Michael and Mary (Hartman) Lacey in Boone, Iowa. He graduated from Boone Sacred Heart High School in 1955 and served his Country in the U.S. Air Force from 1957 through 1962. Following his discharge, John Attended Iowa State University and received a degree in electrical technology. He was united in marriage to Linda K.
