Richard Kinard Obituary

Richard "Rick" Z. Kinard
Richard "Rick" Z. Kinard passed away suddenly on January 3, 2021. He was 68 years old. He was the beloved husband for 36 years of Patricia "Patti" (nee Crawford) Kinard. He was the loving father of Kate Bettinger (Eric), "Bella" and "Bailey" Kinard, and also survived by many special cousins and in-laws.
Richard was the loving son of the late Richard Zaun and Jane Kinard. Formerly of Abington, PA, Bensalem, PA Horsham Township and Recently of Sanatoga, PA. Rick Attended Abington High School, a graduate of American University with his B.A. in Political Science and his M.S. in Community Planning from University of Pennsylvania. He was a former employee of: PECO Energy, P S E & G, San Francisco, CA, (Emergency Preparedness Manager): The Federal Emergency Management Agency, Region III, and the Nuclear Regulatory Commission, Rockville, MD. Rick was a former Treasurer and President of the Hatters for Music Band Parents' Association at Hatboro Horsham High School, a board member of The Ocean Reef Club, Ocean City, New Jersey (his happy place!)
Rick was a member of Lehman Memorial United Methodist Church, Hatboro, PA, having served on the Staff-Parish Relations Committee, Finance Committee, and as an usher. Rick was a member of the Friendship-Williams Lodge No. 400 F. & A. M.
Relatives and friends are invited to attend his Graveside Funeral Service on Saturday at 10:00 am in Forest Hills Cemetery, 25 Byberry Rd, Huntingdon Valley, PA.
In lieu of flowers memorials in Rick's memory may be made to the Battle of the Bulge Association (BOBA) P.O. Box 330, Mechanicsville, VA 23111.

Rick was a friend and a mentor to me among many others. He was caring and sharing of his knowledge and experiences to better our program and careers. I personally owe my success to Rick for taking time to guide me throughout the years. His understanding of the program and engagement with many others was a benefit to large to calculate. I miss him dearly and will always have a place in my heart for him. I know he´s in good hands and watching over his lovely family.

My deepest condolences are offered to you, Patti, and to your daughter, Kate. I worked with Rick
and you for many years at FEMA Region III. He was a brilliant and caring professional, who waltzed through regulatory challenges and had an easy way of presenting federal wording to the Regional constituents. Rick always shined, using wit and humor to encourage the group then, and throughout later years. He will be sorely missed.

Rick was my first cousin, also my only cousin on my Mother’s side. He will be missed tremendously. He was a very loving husband and father. He is at peace now with his Mother and Father.
