Robert David Obituary

CAMDEN - A funeral service honoring the life of Dr. Robert E. "Jack" David, 87, U. S. Army Lt. Col. (Ret.), of Camden, will be held with military honors at 2:00 p.m. Monday, April 19, 2010 at the Church of Jesus Christ of Latter Day Saints - Camden Ward. Burial will follow with Masonic Rites in Forest Lawn Memorial Park. Bishop Foy Connell will conduct and Rev. Frank Griffith will deliver the eugoly. The family will receive friends from 6-8 p.m. Sunday, April 18, 2010 at Kornegay Funeral Home, Camden Chapel. The family suggests that memorials may be made in Dr. David's memory to a charity of one's choice or the Alzheimer's Disease & Related Disorders Association - Mid State - SC, 3223 Sunset Blvd., Suite 100, West Columbia, SC 29169.
 
Dr. David died Friday, April 16, 2010. Born in Darlington, he was the son of the late James Clyde and Edith Clements David. He was a member of the Church of Jesus Christ of Latter Day Saints - Camden Ward and was formerly a High Priest and held the position of Bishop.
 
Dr. David earned his PhD from the University of South Carolina, an Honorary PhD from Lander College, a 6 year Education Specialist Degree, a 6 year Education Administration Certificate, a Master of Arts Degree and a Bachelor of Arts Degree.
 
Jack David served as the Executive Director the South Carolina Employment Security Commission for 21 years. During his employment with the Employment Security Commission, he served as President of the Interstate Conference of Employment Security Agencies (ICESA). He served on the Board of Directors practically every year since joining the System and served as Chairman of several committees. He served as the ISESA's Board Secretary and chaired the Veteran's Affairs Sub-Committee. In 1986, the ICESA named him "Administrator of the Year."
 
As South Carolina struggled through a tough recession in the early 1980's, Jack David envisioned an "economic recovery program" which encouraged all kinds of jobs throughout the State. The success of this effort led to a special Secretary's Recognition Award which was presented to him in November, 1983 by Labor Secretary Raymond J. Donavon in Washington, DC.
 
Jack was presented the International Award of Merit by the International Association of Personnel in Employment Security in 1983, the highest honor the organization bestows on anyone. He was also inducted into the South Carolina International Association of Personnel in Employment Security (IAPES) Hall of Fame in 1990, and in 1991 he played a major role of support in starting South Carolina's first IAPES International Convention in Charleston.
 
He was a strong supporter of efforts to involve employers in improving the Employment Security System. Because of his dedication and support, the Job Service Employment Committee recognized his leadership within the System by naming him 1991 Administrator of the Year for Region IV (Southeastern U.S.) and for the Nation. He received an Award of Merit - International Association of Personnel in Employment Security, the U. S. Department of Labor - Security of Labor's Recognition Award and the Distinguished Citizen's Award - Office of the Mayor - Camden, South Carolina in 1989.
 
A United States World War II Army veteran, Jack served as a Platoon Leader in the 7th Armed Division in General Patton's Army. He was the recipient of many honors and served in many capacities. Jack received the Purple Heart; Bronze Star with Oak Leaf Cluster; Army Commendation Medal with Oak Leaf Cluster.
 
He earned his commission by attending Officer's Candidate School. He served as a Motor Transportation officer; Tank Unit Commander, Platoon Leader; Battalion Executive Officer; Company Commander, Operations Officer (S-3), Test Officer Combat Vehicle Section; Deputy Director and Executive Officer; Command and General Staff College; Professor-Military Science; Comptroller, Finance Center, US Army; Deputy Chief of Staff; a very diversed career.
 
He was appointed Civilian Aide to the Secretary of the Army for South Carolina in September, 1996. He served nine years in this position.
 
He attended the U. S. Army Armor School Officer Candidate School; U. S. Army Armor School Senior Officer Preventative Maintenance; U. S. Army Armor School Armor Officers Advanced Course; U. S. Army Command and General Staff College and the U. S. Army Finance School Comptroller.
 
He was appointed Civilian Aide to the Secretary of the Army for South Carolina in September, 1996. He served nine years in this position.
 
Dr. David served the American Legion in numerous capacities including Post Commander, District Commander and Department (State) Commander in South Carolina.
 
In 1993, Jack was elected National Vice Commander of the American Legion with responsibility for the Southern Division consisting of the Department of Alabama, Florida, France, Georgia, Mississippi, North Carolina, Panama Canal, Puerto Rico, South Carolina, Tennessee, Virginia and West Virginia. All states met their 100% goal during his tenure. This was a first for the Southern Division. Additionally, he represented the National Commander of the American Legion at the United State Military Academy Awards convocation during graduation and presented the American Legion Award to a cadet of the graduating class having the highest standing in chemistry. In addition in 1993, he received the Association of the U. S. Army Citation for Exceptional Service in Support of National Defense.
 
Jack served as a past President and Secretary of the Interstate Conference of Employment Security Agencies (ISESA); Job Service Employer Council (Co-Host); International Association of Personnel in Employment Security (Past President); South Carolina Committee for the Handicapped (Vice-Chair); member of the State Chamber of Commerce; member of the State School Superintendent Association and Chairman of the South Carolina Military Assistance Council; member of Phi Delta Kappa and a past president of Camden Shrine Club; past Master of Kershaw Masonic Lodge; member of the Rotary Club; member of the "Friday13th Club"; member of the Camden Jack Leg Club; life member of the American Legion, Veterans of Foreign Wars and the Disabled American Veterans.
 
Dr. David served two four year terms of Kershaw County Magistrate. He was the co-owner of Mid-Town Properties, Camden, South Carolina.
 
Jack David served as Executive Assistant and Chief Administration Officer to former Governor John Carl West for Education and Manpower. He was Finance Officer during the Governor John Carl West Administration. He served as Director of Vocational Center, Assistant Superintendent and Superintendent to Schools in Union County and taught three years at Florida State University.
 
He was a recipient of two Orders of the Palmetto presented by former Governor Carroll Campbell and former Governor David Beasley.
 
Surviving are his daughters, Joy Dent and her husband, Willis, of Camden; Martha Penrod and her husband, Brent, of Camden; Mary Jimas and her husband, Jim, of Salt Lake City, Utah; son, Robert E. David, Jr. and his wife, Phyllis, of Camden; 11 grandchildren and 34 great grandchildren; brothers, Joe David and Johnny David. He was predeceased by his wife, Mary Caulder David; brothers, James Clyde David, Jr. and Franklin David; sister, Sylvia David Nunnery and grandchildren, Mike Dent and Kimberly Dent.

We will miss Pappy Jack but take comfort in knowing that he is in a better place. We are grateful for the knowledge that families can be together forever and that he and Granny made those covenants. His was a life of service to country, community and church and he leaves a great legacy. We love you Pappy Jack.

Our prayers are with The David Family. There is no one like Mr. David, he cared so much for people and he did not care who you were. He was a friend of my father whom had high repect for him. He cared about the folks everywhere but especially Kershaw county. He is on vacation with the Lord now, he will find something there to work on if he can there in heaven.
