Frank Jewett Obituary

Frank Jewett March 21, 1936 - September 17, 2018 Frank Jewett was born in Eureka, CA March 21, 1936 to Charles Jewett of Eureka and Harriet Ferguson Jewett of Ferndale. He passed away on September 17, 2018 surrounded by his family. Frank fell in love with Zula Belle Parker while they were in high school and they were married November 25, 1955. They celebrated 62 years of marriage. Together they raised three sons, Donald who lives in Fortuna, CA, Charles who lives in Thousand Oaks, CA and Christopher who lives in Wylie, TX. They have seven beautiful grandchildren and two amazing daughter-in-laws. Frank's only sibling, Ann Cisneros, lives in Las Vegas, NV. Frank earned his B.A. degree in economics from Humboldt State College in 1962 while working nights full time for the telephone company. He did his post graduate studies at Claremont Graduate School in Claremont, CA where he attended on a National Defense Education Act Fellowship and a National Science Foundation Fellowship. He earned his M.A. degree in economics and his Ph.D. degree in economics from Claremont Graduate School in 1967. Frank taught economics at HSU for a total of eighteen years. After retiring from HSU in 1988 as a full professor he was hired as a consultant by the California State University Chancellor's Office to do a feasibility study for a new four-year campus. That study led to the creation of CSU San Marcos. When the CSU San Marcos study was completed he was hired full time by the Chancellor's Office. In time he completed two other additional feasibility studies that led to the creation of CSU Monterey and CSU Channel Islands. The last three years of Frank's time at the Chancellor's Office were spent doing a study for the United States Dept. of Education. The purpose of this study was to determine the relative effectiveness of distance learning as compared to traditional class room/lab instruction. For this study he also developed an economic model for institutions of higher learning to use to determine what the break even point would be (how many students would have to enroll in a distance learning program) to make the investment in this newer style of instruction financially feasible. Frank retired from the Chancellor's Office in 1998. Frank came to the Christian faith late in his life and was just beginning to get to know and enjoy a new community of friends. He is survived by his wife Zula Belle, their three sons and families and numerous nieces and nephews who all adored him. I often reflect on the work Frank, Don Lawson and I did while I was working at the CSUC headquarters on Wilshire in La and they were located at Humboldt. The work we did on student workload was interesting and useful. My best friend, Bill O'Grady, worked on the project too.
I traveled to Eureka during the project and was intrigued with that area of California. Frank and Zulabelle entertained me, and we became good friends. Those were good times.

Frank was an excellent Economist who applied economic theory to everyday problems, some of which we worked on together. Those were good efforts, practical and meaningful.
Also, Frank was a fun guy.

The world lost a great guy. I remember him for our academic studies and for our personal relationship.
I worked with him and Don Lawson on a study early in the 1970s when I was at the Chancellors Office of the state university and college system and he was an economist at Humboldt State. He did great economics. He and Zulabelle later lived in Culver City when he came to HQ of the state system. When I married Meredith we had many good times together in Culver City and in Trinidad later when they moved back. We spent a New Year's Eve at their house with no furnace, that was later installed. It was abnormally cold and damp. They then moved back to Brea when he again worked for the HQ now in Long Beach. Meredith and I enjoyed their company and their cooking. Zulabelle was great with salmon, both in Brea and in Trinidad where the salmon was fresh and smoked (which I never forgot). We missed their company when they finally returned to Eureka after Frank's retirement. Good fishing, Frank.

My condolences on your loss! Frank was an amazing teacher and a life altering influence on my personal and professional career. I came to HSU about the time he did but as a student trying to turn around an initial failing first year. I was fortunate to find HSU and gain admission. Frank was one of my early professors and provided guidance and direction that allowed me to gain focus and purpose in my educational pursuits. He even almost convinced me that the "dismal science" of economics was one I should pursue. To his possible dismay I opted for Political Science. Where he did succeed was in providing an instructional, personal and professional role model that guided me through a PhD and 45 years of university teaching. Thank you Frank!
