John Cullen Obituary

John Ray Cullen, Jr., aged 80, retired Circuit Court Judge, passed away peacefully on September 10, 2025, at his home in the Town of Louisa, Virginia, surrounded by his loving family. Known for his fairness on the bench, dedication to public service, and kindness to all who knew him, John leaves behind a lasting legacy in his community.

He is survived by his wife of 55 years, Mary Virginia "Ginna" Cullen; his sons, David (Jess) and Jack (Heather); three grandchildren, Elliot, Landon, and Audra; and his sister, Nancy Ray Muncy.

Born in Fort Smith, Arkansas, to Audra and Ray Cullen, John graduated from the University of Central Arkansas, served in the U.S. Marine Corps, and earned his law degree from the University of Arkansas School of Law in Fayetteville, where he was associate editor of the Law Review. After settling in Louisa, he practiced law and eventually opened his own firm, while also serving as the attorney for the Town of Louisa. He was later elected Commonwealth's Attorney and went on to serve as a judge in the Juvenile & Domestic Relations Court before being appointed a Circuit Court Judge for the 16th Judicial Circuit. Following his retirement, he continued to serve the Commonwealth as a substitute judge. He remained a proud member of the Virginia State Bar for more than 50 years.

In lieu of flowers, donations may be made to The Hospice of the Piedmont (hopva.org) or the Louisa County Resource Council (louisaresource.org). A memorial service will be held at 11 a.m. on September 26, 2025, at St. James Episcopal Church in Louisa, Virginia.

Judge Cullen was a fair but firm jurist who showed respect for everyone who came into his courtroom. He taught me a lot about hard work,
professional integrity and being fully prepared for every case! I surely do miss his gentlemanly ways and his friendship.

I am so sorry to learn of John's passing. I have known him over 35 years and he was always a compassionate and caring person. He gave 110% in his professional and personal lives. I am so fortunate for him to have been a part of my life. He will be sorely missed by all. We send heartfelt condolences to Ginna.
