My deepest condolences to the Barco family. Joe was my first instructor in Labor Relations and remained a friend through the years. He was the epitome of professionalism mixed with the right amount of humor. His reputation of integrity was unmatched, and I was certainly a better Labor Relations Specialist because of the time he took to train & mentor me. He was a large part of the success I've enjoyed through my career. God rest his soul.
