Joe will be forever missed. He truly touched the hearts of many. His wittiness, ability to make everyone laugh, his amazing cooking, and his kindness and caring for others will live on in everyone he touched!

Dear Mrs. Philbin and Family - I was deeply saddened to read of Joe's passing; please accept my most sincere condolences. Following college graduation, I worked with him at Richmond's WRXL FM (XL102, "The Home of Rock and Roll") beginning in late 1985. Joe was a member of the 'XL sales force and I was in the promotions department. At the time and for the next several years, 'XL was the top-rated radio station in the Richmond metro area and the sales team carried a large workload under great pressure. Joe made such lasting, positive impressions with the station's staff and advertisers alike, considered one of our very best sales executives and a deeply valued member of the team. All these years later, I vividly recall his warm, friendly demeanor, honesty, intelligence and dedication. Joe also radiated a wonderful "cool factor" that seemed to embody 'XL - Huey Lewis (of the band Huey Lewis and the News) at a time when Huey was one of the world's top rock acts! He had the ability to relate to those both younger and older than he was and regardless of their field or point of view; I imagine many of his fellow salespeople learned a great deal from him. It was truly an honor to have known Joe and to have been his friend.
