Rapp, Richard
WESTERLO - Richard "Dick" Rapp, 87, peacefully passed on Monday, September 1, 2025. He was born on November 26, 1937, in Albany, son of the late Herman and Ethel (Manchester) Rapp. He graduated from Berne Knox Westerlo in 1956. On June 2, 1957, he married the love of his, the late Patricia Ann Rapp. He was the devoted father of Debora and Susan, and proud grandfather to Larry, David, and Amanda.
Dick started his career at Hudson River Construction Company for 26 years, before finding his true passion in public service. He served as the Commissioner of Albany County Department of Public Works and was Supervisor for the Town of Westerlo for 41 years. He dedicated his life to the service of others, carrying out his responsibilities with integrity and an unwavering sense of duty. He was known for his compassion, leadership, patience and devotion to the community. If you had the privilege of working with Dick, he considered you his family.
In his later years, one of his greatest joys was frequenting the local dining establishments and felt that those meals created an opportunity to connect and build friendships for life. He loved to talk about his family, politics, weather and sports. Above all else, his greatest pride was watching his family grow. He delighted in each milestone from the old and new generations alike. Seeing his family flourish gave him immense pleasure.
Dick was a humble, simple, and honest man, never seeking the spotlight but always leaving a quiet impact on those around him. His presence was a gift, and his memory will remain a blessing to all who were fortunate enough to know him.
Dick is survived by his daughters, Debora (Brian) Stalker, Susan Ragone; grandchildren, Larry (Kelly) Ragone, David (Kristen) Stalker, Amanda (Brandon) Quick; and five great-grandchildren, Shane, Emily, Shea, Brayden, and Zachary: brother, Robert (Rachel) Rapp; brother-in-law, Raymond (Patricia) Overbaugh; and many nieces, nephews and dear friends. Dick was predeceased by his wife, parents, son-in-law, Larry Ragone Sr.; sisters-in-law, Shirley (Orville) Boehlke and Roberta (Reid) Northrup.
Calling hours will be held Sunday, September 7, from 1:00 p.m. - 5:00 p.m., at A.J. Cunningham Funeral Home, 4898 State Rt. 81, Greenville. A funeral service will be held on Monday, September 8, at 10:00 a.m., at the South Berne Congregational Christian Church.
In lieu of flowers, donations may be made in Dick's memory to the South Berne Congregational Christian Church, 101 Church Rd., Berne, N.Y. 12023.
