Paul Dugan Obituary
July 9, 1930 – February 27, 2023
With sadness but with firm faith, we announce the passing of Dr. Paul John Dugan. He was born in Brockway, Pennsylvania to Paul George Dugan (1896-1932) and Clara Virginia Pasi (1897-1989) on July 9, 1930.
The Dugan family resided on 1565 Main Street. Although his father died at an early age, Paul was raised by a loving mother, who worked at the J.C. Penney store in DuBois, and a loving older sister. The family were active members of St. Tobias Church. He knew the value of hard work, and desired to become a doctor. After graduating from Brockway Snyder High School, he attended Washington and Jefferson College (Washington, PA), and then Jefferson Medical School (Philadelphia).
After graduating medical school in 1956, he served in the Army as a doctor. When stationed in Beaumont Army Hospital in El Paso, Texas, he met his wife Olga Theresa Burns, of Brownwood, Texas, who was a physical therapist in the Army. They were married on June 7, 1958 in Bad Cannstatt, Germany, where he was stationed.
They returned to Pennsylvania in 1959, and he established his medical practice in DuBois. In 1963, he and his family moved to Roseville, California, where he practiced Family Medicine until retiring.
He was a well-known and active member of the community. He served on the Roseville Planning Commission from 1964 – 1968; as President of the Roseville Chamber of Commerce; and was named Roseville's Citizen of the year in 1978 and 1992.
He was appointed to the California Board of Medical Examiners by both Governor Ronald Reagan and Governor Jerry Brown, and served one term as President of the Board. He assisted in the accrediting of the University of California – Davis School of Medicine, and served as an Associate Clinical Professor of Family Practice. He also served as the Director of Continuing Medical Education of Sutter Roseville Medical Center from 1977 to 1997.
One of his proudest accomplishments was the "Start-a-Heart" program, which trained over 42,500 people in CPR between 1978 and 1997.
His nephew and godson, Father William P. Saunders of Arlington, Virginia, offered the funeral Mass at St. Rose Catholic Church, Roseville, California, on Monday, March 6. Dr. Dugan is buried at Calvary Catholic Cemetery. May he rest in peace.
Dr. Dugan is survived by his wife Olga, their sons Paul Jr. (Tina), Alan (Teri), and Robert (Beth), 12 grandchildren and 9 great grandchildren. His daughter Andrea (Rick) died of cancer in 2017. His sister, Pauline Claire Dugan Saunders lives in Springfield, Virginia.
