Arthur Harold "Art" Simms passed away on March 3, 2022, in Bethesda, MD. Born June 27, 1923, in New York City, Art was the son of Samuel Shimberg and Sonya Simon. After receiving his bachelor's degree from The Wharton School, University of Pennsylvania, in 1943, Art served in the U.S. Army during WWII, preparing reports and plans to support the combat operations of the XVI Corps. In 1948, Art earned his law degree from the University of Chicago and began a rewarding 41-year law career. After a short stint at a private firm in New York City, he served for 26 years at the Civil Aeronautics Board, where he made significant contributions related to the regulation of U.S. commercial airline operations. Capacities included trial attorney; Associate General Counsel, Rules and Rates; and Director of the CAB's Bureau of Economics. After leaving the CAB, Art spent two years as Deputy, then Acting, Director for the U.S. Office of Rail Public Counsel and over a decade in the private sector as a regulatory attorney, Deputy General Solicitor, and consultant for Western Union Telegraph Company.After law school, Art met the lovely Thelma H. "Teddie" Salmon at a mountain resort in New Hampshire. They married in 1951 and enjoyed 67 years together. After several years in Washington, DC, the couple settled down in Bethesda's Carderock Springs neighborhood, where they raised their family and lived for 52 years. In 2015, they moved to Maplewood Park Place in Bethesda. Art was an accomplished amateur pianist and avid reader who enjoyed classical music, cooking, skiing, fitness, and vacations with his family. He will be remembered fondly as a man of integrity and principle, a devoted and loyal husband, and a loving and generous father and grandfather. Art was predeceased by his wife, Teddie, and his sister, Elinor Friedman, and survived by his children: David Simms, Amy Simms Hoskins (Steve), William Simms (Kate Stevens); and his granddaughter, Janelle Hoskins. A private service will be held at Norbeck Memorial Park, Olney, MD on Friday, March 11, 2022. The family plans to hold a Celebration of Life at Maplewood at a later date.
