BARBARA PRICE PERCIVAL (Age 71)

On Monday, January 30, 2023, Barbara Price Percival of Washington, DC died at George Washington University Hospital due to severe septic shock caused by a sudden blood infection. Barbara was born in Baltimore, Maryland on May 8, 1951. She was the daughter of the late Robert Haile Price and Mary Louise Baldwin of Towson, Maryland and the granddaughter of the late Congressman H. Streett Baldwin (2nd Dist-Md).



Barbara is survived by her husband of 38 years, University of Maryland law professor Robert Percival; her children Marita Percival of Washington, DC and Richard Percival of Santurce, Puerto Rico; her granddaughter Zoey Griffin of Washington, DC; her sister Patricia Ross of Baltimore, Maryland, and her brother Robert "Chip" Price of Beverly Farms, Massachusetts.



Barbara was a graduate of Towson High School, the Georgetown University School of Foreign Service, and Yale Law School. She served as a law clerk for the late federal district Judge Caleb Wright and as an associate for Wald, Harkrader and Ross. From 1981-1986 Barbara served as an attorney-adviser for the U.S. Department of Justice's Office of Legal Counsel. From 1986 to 1991 she served as associate counsel for the Washington Post.



After leaving law practice Barbara found her true calling helping children learn to grow green things. She became a master gardener and, as a full-time volunteer, ran the school theme garden project at Watkins Elementary School. Beginning in 2009 Barbara partnered with Freshfarm Markets' Foodprints to create a program that integrated food education and garden-based science education and expanded to several other D.C. public schools. Barbara also was a longtime member of the Congressional Chorus.



A celebration of Barbara's life will be held at 2 p.m. on Sunday, March 5 at the Hill Center at the Old Naval Hospital, 921 Pennsylvania Ave SE. Donations in her honor should be directed to the Foodprints DC Program for Watkins Elementary School via Jennifer Mampara at Freshfarm Markets, 1380 Monroe St. NW #605, Washington, DC.

Just found out that Bobbi passed away in the Towson HS Alumni newsletter, and found this via a "search". We were best friends in junior high school (Dumbarton) as well as at Townson HS. Lost touch with each other during the college days, with only occasional correspondence. So very sorry to hear this news - but glad to know that she had a wonderful marriage, children, and grandchildren! There were times when she wondered if this would come to pass, but it did! So I am very comforted knowing she had a wonderful family. (And sorry to hear that Mr. and Mrs. Price have also passed. So nice, as well, and supportive of Bobbi and our "adventures".)

Condolences to Bob, Marita and Richard. We know the family from our mutual Paraguay and Chile Connection and the Ties program. We spent a spring break in DC when our children were school age and had a great time. Barb was a gracious hostess and made sure we had a good time. I shared a connection with Barb also from our involvement in Latin American culture camps for adopted children. She had a great sense of humor. Such a loss!

We knew Barb through our Latin American adoption network (Latin American Parents Association of the National Capital Region LAPA-NCR). Barb was a wonderful, generous, fun and funny stalwart volunteer and Board Member for LAPA-NCR. She was one of the first parent members to welcome our family into our LAPA-NCR community when we first joined 22 years ago. Our most sincere condolences to Bob, Marita, Richard and family.
