He was born in Cincinnati on July 10, 1937, to Chandler Robbins, Jr., and Anne (Oberg) Robbins. He graduated from Sarasota High School in 1955, and from Duke University in 1964 with a B.A. in Germanic Languages and Literature and was a member of Delta Sigma Phi fraternity. He enlisted and served in the U.S. Army from 1959-1963, and derived great joy in learning Serbo-Croatian at the Defense Language School from the Defense Language School, where he graduated in 1961.Chan spent his career at the Library of Congress as a Senior Descriptive Cataloguer in the German language. He and his wife, Marie Baumann, lived in Arlington, Virginia for many years. They relocated to Sarasota, FL in 2015.Chan's first love was distance running. He estimated that he ran more than 1,000 races and logged 80,000 miles in his years of running. In his 70s, he was ranked #1 in the 75+ age group in the mid-Atlantic region. He was a member of the National Capital Track Club ("GNATS") from its inception in 1976.He was an excellent tennis player all his life, enjoyed playing duplicate bridge and pursuing his lifelong passion for philately. His vast stamp collection ranged widely over the world.
