FRANCIS JOSEPH HUGHES "FRANK"

Francis "Frank" Joseph Hughes, 87, of Washington, DC passed away on April 5, 2022. Frank was born November 30, 1934 in Philadelphia, Pennsylvania and adopted the same year by Thomas and Wilhelmina (Knue) Hughes of Rehoboth Beach, Delaware and Washington, DC. Frank attended Rehoboth High School where he boxed and played football under Coach Coveleski. Frank achieved his Bachelor of Science in Engineering at the University of Miami, Miami, Florida (Class of 1954) and a Master of Science in Engineering/Physics at The George Washington University. Additional post-graduate studies included IBM Corporate Management School, Harvard University Executive Program and Federal Executive Institute for Senior Executive Service. Frank's professional career included Department Manager with IBM Corp., U.S. Assistant Postmaster General (1974-1978), Executive Vice President of Australian and New Zealand (ANZ) Banking Group, Ltd., Deputy Director of the Defense Intelligence Agency (DIA) and Professor with the Joint Military Intelligence College (JMIC). Frank met his future wife, Florence D. Hughes, on the beach in Rehoboth, Delaware when he was lifeguarding. Florence and Frank were married April 11, 1969. Frank was an accomplished pianist and avid reader. Frank is preceded in death by his beloved wife, Florence "Cici" Hughes, by only eight days. Theirs was a marriage of almost 53 years. Frank is survived by their daughter, Kathleen Hughes Hartman (Michael) and their adored granddaughter, Amanda Hughes Hartman, both of Valrico, Florida. Frank was predeceased by his adoptive parents and his adoptive brother, Philip Thomas Hughes, who was killed in the Korean War. Interment is scheduled at Oak Hill Cemetery in Georgetown on April 20, at 10 a.m. Memorial contributions in Frank's memory may be sent to Korean War Veteran's Association, Inc.

I am part of the Hughes family from Illinois. I am saddened that the stories of family members (Frances and his brother Philip) have somehow been lost through time. That the opportunity to meet and share have passed. My condolences to his friends and family.

I remember Frank as a great colleague and brilliant professor at the Joint Military Intelligence College. We shared many conversations with other friends and colleagues in the hallway of professors' offices at the DIAC. Well done, sir! Rest in peace, Cici and Frank.

It was such a terrible blow to lose both Cici and Frank at almost the same time. We Dames enjoyed seeing Frank at parties at the Abner Cloud House on many occasions. We will miss him and hold Kathleen in our thoughts. Smooth sailing, Cici and Frank!
