On Thursday, April 26, 2012. Beloved husband of Margaret D. Proctor for 45 years; loving father of Joseph Edward Proctor (Peggy Mallory), Steven Louis Proctor (Theresa) and James Richard Proctor (Caryl). Grandfather of 10 and great-grandfather of six. Also survived by two brothers, LaValle and Donald Proctor and one aunt, Thelma Richardson. Relatives and friends may call at BORGWARDT FUNERAL HOME, 4400 Powder Mill Rd., Beltsville, MD on Monday, April 30, 2012, from 6 to 8 p.m., where a memorial service will be held at 11 a.m. on Tuesday, May 1.borgwardtfuneralhome.com

Joe was a great guy, loving husband, great father and good to everyone he came in contact with. We will miss his mischief personality. I loved hearing him say Donalds name. Love to Margaret and his booys. You are lucky he picked you guys. Love Emma
