Officer Carter was my D.A.R.E. representative at my middle school (Benjamin Stoddert) back in the early 90s. He was always there to speak with kids and provide a safe environment for us. My last time seeing Ofc. Carter was about 2013-2014 or so at Ebenezer Baptist Church, where he volunteered as a traffic officer. He saw me coming out of parking lot, locked eyes with me, signaled my car over and said, "I know you, your name is Travis". He didn't ask me, he remembered me from all those years ago. You were a pillar of the community Ofc. Carter and you are sorely missed.
