MARSHALL L. COURTOIS (Age 66)
Passed away early Thursday evening, November 2, 2006, at home following a very courageous battle with lung cancer.
He was born in Oakland, California on June 12, 1940. He was preceded in death by his parents, Louis Joseph Courtois and Geraldine LaPierre Courtois.
Survivors include his wife of 42 years, Anita Poppell Courtois of Patterson, GA; two daughters and a son-in-law, Tina Courtois of Manassas, VA and Tara and John Blocker of Patterson. He will be remembered as a loving "papa" to his three grandchildren, Dereck, Ashlyn and Tristen Blocker.
He is also survived by a brother-in-law, Jerry Poppell of Altamonte Springs, FL; one brother, Louis A. (Donna) Courtois of Fillmore, CA; two sisters, Carolyn Thomas Courtois of Walnut Creek, CA and Charlene Mattoni Courtois of Tacoma, WA; two nieces, four nephews and several other relatives.
After eight years in the Air Force, Mr. Courtois went on to serve a total of 35 years with the U.S. Government in numerous quality management and auditing positions. He had an extensive quality assurance background.
His last assignment was with the Department of Interior's Minerals Management Service from 1984 to 1992 as Chief of the Offshore Inspection and Enforcement Division.
Mr. Courtois was elected President and CEO of Quality Systems Registrars, Inc. in January 1993 after joining the company in August 1992 as the Vice President of Operations.
Mr. Courtois also was the first elected President of the Independent Association of Accredited Registrars (IAAR), an organization that was established in 1993 and represents Accredited Registrars performing ISO 9000 third-party registrations in North America, Canada and Mexico.
He was a member of the American Society for Quality Control and the American Society of Mechanical Engineers where he sat on its Supervisory Board of Accreditation and Certification.
He was instrumental in establishing the American National Standards Institute quality assurance program for safety valves used in offshore operations and served three consecutive terms as chairman of the accreditation sub-committee for this program.
He was enjoying semi-retirement and playing lots of golf.
Funeral services for Mr. Courtois will be held Monday afternoon, November 6, 2006 at 2 o'clock from the Offerman Baptist Church. Interment will be in the Offerman Cemetery. Visitation for Mr. Courtois will be held Sunday evening from 6 p.m. until 8 p.m. at the funeral home. Mr. Courtois will lay in state at the church one hour prior to the service.

I just learned of Marty's death. Please accept my sincere condolences. Marty was a good friend and I will miss him. I am sorry I missed the chance to stop in to see him in early October 2006 as we we going back and forth between Virginia and Florida. I had called him on 1 Oct and again in late October to see how he was feeling, but did not follow up on these calls. Please let me know if I can help in any way.

Anita--I was saddened to hear of Marty's passing. I worked with him for a number of years at Minerals Management Service. I considered him a good friend. May your faith give you strength and time accomplish what no words can do.

Marty was a mentor and friend for 15 years at QSR. I will especially miss his professional insight, friendship, discussions on motorcycles and cars, and humor on the golf course. My sincerest condolence to the family.

Marty was a great person and will be missed. I enjoyed working for him at QSR. He was a down to earth person.
