Michael Scott Obituary

1953 – 2025
Michael Woody Scott passed away peacefully on May 18, 2025 in McLean, Virginia, holding the hand of Marilyn, his beloved wife of 47 years. Mike was a devoted husband, father to Chelsea, Evan, Jamie, and Noelle, grandfather to nine, and brother to Harold, Lois, and Suzanne.

Born in Kansas City, Missouri, Mike was raised by Richard and Barbara Scott. Patient and persistent from a young age, he earned the rank of Eagle Scout and graduated with high honors in accounting from the University of Illinois. Seeking new horizons, he moved to San Diego, began his career at Haskins & Sells (now Deloitte), earned his CPA and met his wife, Marilyn.

In 1978, a job transfer brought them to Northern Virginia. Soon after, Mike enrolled at Georgetown Law while Marilyn was pregnant with their first child. He balanced fatherhood, full-time work, and night classes, earning his J.D. and joining the Virginia State Bar in 1982. He rose to Executive Vice President at Municipal Leasing Corporation before chasing his entrepreneurial spirit to found ICap Financial, which structured over $4 billion in infrastructure financing through public-private partnerships across 46 states.

In 2005, Mike co-founded Norton Scott LLC, a real estate development firm. He led transformative projects like Kincora in Loudoun County and the revitalization of downtown Manassas Park. He especially cherished working alongside his daughter Chelsea, who joined the firm in 2015.

Mike's passion for education and public spaces was evident throughout his life—from early work during the founding of Thomas Jefferson High School for Science and Technology to supporting the Japanese immersion program at Great Falls Elementary School and most recently helping launch the Northern Virginia Science Center, a project that brought him great pride.

A man of deep faith, Mike was a longtime member and leader at McLean Baptist Church. He lived his values through mission work in Nicaragua, support for ServeTrust in India, and by opening his home to those in need, including sponsoring families from El Salvador, Latvia, and Venezuela.

Mike will be remembered for his kindness, wisdom, humility, and unwavering love for his family. He is survived by Marilyn; his children and their spouses—Chelsea & Harish Rao, Evan & Catherine Scott, Jamie Scott & Leo Bottrill, and Noelle & Jeff Longhurst; and his grandchildren—Kiran, Adam, Leif, Brij, Vivian, Odin, Maryn, Jemima, and Eva.

Memorial service May 30. In lieu of flowers, donations may be made in Mike's memory to ServeTrust, the Northern Virginia Science Center, Capital Caring Health, or McLean Baptist Church Missions.

I knew Mike from the time he first formed Norton Scott. I worked on Kincora as the Loudoun County Design Cabinet and also on his work in downtown Herndon as DBI Architects.
I always was amazed at his patience, joy and clean speech.
After the Service yesterday, I now know why. He is a child of God. I too am a Christian, saved in 1981. Now it is clear why we enjoyed our work time together.
Thank you for an excellent service. I sat next to Bud. enjoyed his transparency. Felt at ease right away.
