PHILIP HEMILY Obituary

HEMILY PHILIP W. HEMILY (Age 91) An International Senior Science Adviser of Washington, DC, died peacefully January 7, 2014 in Sarasota, FL of natural causes a year after his partner of 37 years, Kathryn Arnow. He loved France, where he spent many years. He held a Doctorate from the Université de Paris (1953) and was Chargé de Recherche at the French National Center for Scientific Research (CNRS) from 1953 - 1956. Born 1922 in Newaygo, Michigan, he received a B.S. in Mechanical Engineering from the University of Michigan (1947) after serving three years (1943-1946) as an Ordnance Officer in the U.S. Army during WWII. He was research associate in physics and taught undergraduate mathematics at Auburn University, Alabama (1947-1949). He was a Trustee of Americans for UNESCO, a consultant, senior program officer, and Director of the Committee on International Organizations and Programs, Office of International Affairs, National Research Council of the National Academy of Sciences, National Academy of Engineering, and the Institute of Medicine from 1984 through 1995 when he gave priority attention to U.S. scientific and engineering relations with UNESCO, the International Council of Scientific Unions, the establishment of international engineering organizations, and the follow up to the 1992 U.N. Conference on Environment and Development. During this same period he was also a consultant to the Carnegie Commission on Science, Technology and Government; the Bureau of Oceans and International Environmental and Scientific Affairs, Department of State; the Stanford Research Institute, and the North Atlantic Treaty Organization (NATO). Philip W. Hemily retired from the Senior Foreign Service of the Department of State (1983) after serving as Deputy Assistant Secretary General for Scientific Affairs (1976-82) of NATO and Science Counselor to the U.S. Mission to the Organization for Economic Cooperation and Development (OECD) from 1965-1974. Key accomplishments included providing leadership in the establishment of the NATO "Science for Stability" program, and the strengthening of National Science and Technology Policy structures in OECD nations via the OECD Committee on Science and Technology Policy, and the development of regional agreements of measures for the protection of the environment via the OECD Environment Committee. Philip Hemily held senior staff positions at the National Science Foundation from 1957-1965 during which time he was instrumental in creating the international office of the Foundation. During this period, he participated in establishing programs to strengthen science and mathematics education. Previously, Philip was married to Marion McLatchy, a bright and promising scientist (later divorced) who passed in 2005. Philip is survived, loved, and missed by his son, Philip Brendon Hemily of Toronto, Canada, daughters Valerie Hemily of Hilton Head Island and Laurenne Hemily-Figus of Rome, Italy and six grandchildren, Daphne, Julie, Oliviero, Orlando, Amadeo and Rocco. Phil embodied the power of international science and technology to change the world---he lived it, breathed it,cultivated it, and even enjoyed its fruits (in the form of food and wine, especially in Paris!)! There wasn't a sole alive who came into contact with Phil who didn't come away knowing what UNESCO, ICSU, and NATO stood for--not just the name, but the impact. He was a gift to humanity and a savior of the earth. I miss him already.

What can I say? I am at a lost on commenting just how wonderful this man, Phil, really was. I only had the privilege to have know him for a short time, though I felt like I knew him a lot longer. That was just one of his many good traits. Phil would just open right up to a person, sharing his thoughts, experiences, and intelligence. It never matter who you were, where you were from, or what your accomplishments where. As much as he loved talking, his knack for listening to others was just as keen. All that this great man had achieved earlier in his live and he couldn't have been more humble. Another one of his many "JUST WONDERFUL" qualities passed down to both his kids and grandkids. Though he was a client of mine, I will always look at him as my friend. And as for caring for him, I often felt like it was the other way around. I will miss him very much, as I'm sure others will as well. My condolences to all the family.

Deeply saddened to learn of the death of Phil Hemily, mentor and friend. Phil and I met at the National Research Council in the 1990s, and I hold dear memories of time shared with Phil and Kathryn in their Georgetown garden. Phil knew everyone in the S&T community, or maybe, everyone knew Phil. Either way, his outreach was boundless, and his ability to bring people together across countries and continents was extraordinary. I admired his intellect, enjoyed his humor, and respected his wealth of experience, all of which he shared generously, but most of all I will miss his warmth and joie de vivre. My family joins me in sending condolences to his children and grandchildren.

Visiting or talking to Phil was always a walk down memory lane. He was able to tell you a story about his life and transport you there. His words always included sights, sounds, taste and smells that allowed you to remember these wonderful stories, although you were never there to witness them first hand. He was always welcoming and wanted to connect with you about your thoughts, experiences and life stories. His human connection is what made him so special to us all. My hope is that he and Katherine are resting in peace.

Phil and Kathryn were full of warmth, joy in life, and appreciation of the people of all sorts who were around them. They listened carefully and cared deeply. They were generous with help and support. Their very compact home was always open to family, friends and colleagues from out of town. Meals were delicious, accompanied by ample good wine, wonderful company and thoughtful, lively conversation about interesting ideas. They relished the many brilliant, interesting, and passionate people that their community and international professional work brought into their lives. Phil was lucky that the Internet arrived so he could reach out and stay in touch with his precious network of friends and colleagues when he could no longer travel. In the face of increasing physical challenges, Phil kept his interest in those around him, and sharp intelligence to the very end. I will always think of him with deep affection and admiration.

Phil was a great friend of Kathryn and our whole family. A conversation with him was like a walk through the significant events of the 20th century, many of which he participated in. We were all blessed to have known him and to have shared so many lovely moments in his company. Regardless of his recent difficulties our phone conversations with him were always upbeat and filled with laughter. We will all miss him terribly, but cherish the good memories.
