On Sunday, February 12, 2023, Scott Fletcher went to our Heavenly Father while his devoted wife prayed at his bedside and held his hand. Scott passed in the comfort of his home in Great Falls, VA. Beloved husband of Keula Binelly Fletcher of Great Falls, VA, son of Evelyn Diane Greene of Amissville, VA and the late Frank Arrington Fletcher, Jr.



Scott is survived by: his stepson Kaliel Fernando Teixeira Vieira; his children, Tessa Fletcher, Julia Fletcher, and William Fletcher; his sister, Dawn Martin and brother-in-law Jake Martin; niece Caroline Caroll; nephew Wyatt Martin; and an uncle, Thomas Andrew Fletcher.



Scott was born on June 19,1965 in Alexandria, Virginia and graduated in 1983 from Mount Vernon High School in Alexandria. In 1987, Scott earned a B.S. in Business Management from Virginia Polytechnic and State University. Scott began his professional career at a small convention management company founded by his grandmother. He reflected fondly on this first stop of his career where he filled many roles, including accountant, software programmer, and sales person. In 1991, Scott then joined ICF International for over 14 years, where he started as an applications developer and worked his way up to become Sr. Vice President. A dedicated professional, Scott poured his heart and soul into his career, with over 38 years of experience in project management, systems integration, application development, database design/development, and business intelligence in the information technology industry.



Most notably, Scott served as Chief Operating Officer of REI Systems, Inc. for the past 17 years, energetically leading all aspects of the company's operations, growth and corporate development for nearly two decades. Since joining in 2006, Scott established a new business development function for REI Systems while contributing to the growth of the company's overall business acumen and talent level. Scott became best known for successfully leading large initiatives, including the development of an award-winning grants management system for the Department of Justice, a disaster response portal for the Department of Homeland Security, and an enterprise marketing and implementation database to support the launch and operation of the Environmental Protection Agency's ENERGY STAR® Programs.



Scott was respected for his forthright demeanor, kind heart, sense of humor, compassion for others, perseverance, and resilience. He brought out the best in others, with his charismatic energy, intense passion for life, generosity of spirit, and pursuit of excellence. Scott was a giver, a mentor, and brought joy to others, especially while boating on the waters of the Potomac River.

When not in the office, Scott's passions included college football (Go Hokies!), boating, playing the drums, and home improvement projects. Scott loved to cook (Cajun, Thai, and anything from the smoker were his favorites).



In the Spring, the family plans to hold a "celebration of life" gathering beneath the blooming dogwood tree where Scott married his beloved wife of 14 years, Keula. In lieu of flowers, the family requests that donations be made in Scott's memory to We Will Survive Cancer (https://www.wewillsurvivecancer.org/get-involved ) or to the Colorectal Cancer Alliance (https://www.ccalliance.org/?form=donate ). I was deeply saddened to learn that Scott passed away. I had the privilege of working with Scott at REI Systems as a proposal manager. He made every proposal response he touched better with his incisive comments, and he was just generally a great person to work for and with. My heartfelt condolences go out to his family.
