I worked with Ted during the early 1980's, when we both served on the U.S. delegation to the UN's Indian Ocean as a Zone of Peace Committee. Ted was absolutely tireless, and a strong supporter of the U.S. position on the Law of the Sea, which was aimed at preserving the freedom of action of the U.S. Navy in the world's oceans. He was a very successful diplomat, and a valued colleague. My deepest condolences.
