THOMAS DUNN

DUNN THOMAS FRANCIS DUNN (Age 86) Thomas known to his many friends as "Tucker," died on January 24, 2022. A prominent Washington lawyer and former official in several agencies of the Federal government, he leaves behind a distinguished record of legal advocacy and public service. Tucker was born in 1935 to Lillian and George Dunn in Atlantic City, NJ. They soon moved to the District of Columbia, residing in Southeast Washington. There, he began his primary education at the nearby Saint Theresa elementary school. He graduated from Gonzaga College High School in 1953 and went on to Georgetown University for his undergraduate studies, finishing 1957. He earned his JD from Georgetown Law in 1960 and was admitted to the District of Columbia Bar in the same year. Tucker's professional career, spanned assignments as a Special Agent in the Criminal Division of the FBI, assigned to Washington Headquarters and the Norfolk, VA Field Office. He then held a position in the Department of State, where he served in the Office of the Inspector General and, in the early 1970s oversaw Government Relations for the British Virgin Islands. Subsequently, he provided legal counsel to The Department of Interior and The Atomic Energy Commission. In 1987, he was General Counsel to The Commodity Futures Trading Commission. Tucker then retired from the U.S. Civil Service and formed Dunn & Associates specializing in criminal defense. Colleagues affirm that much of his work for indigent clients was handled on a pro bono basis. In 1995 he married Anne Mitchell and they partnered to form the law firm Mitchell & Dunn specializing in Immigration Law and Public defense Tucker was an outstanding athlete in his youth and a life-long basketball enthusiast. In the competitive Washington CYO league for parochial schools, he was named the city-wide outstanding basketball player in both seventh and eighth grades. At Gonzaga, he lettered in three sports and was a starter on the school's winning basketball team. For two years, he quarterbacked the Gonzaga single wing football offence. Tucker's Gonzaga classmates remember him as a loyal friend. Dan Devlin opines that "Tucker was the only man I knew that never had an enemy." A basketball teammate of his at Georgetown University, Sam Seymour, remembers that "Tucker had a deadly two-handed set shot and was a great guy in every respect." Fellow attorney, Russ Shipley, characterized his friend as "laid back and unflappable, an intelligent and hardworking attorney." His friend since high school, Jim Scanlon recalls that "Tucker excelled at instant recall of the names, committee assignments, and legislative positions of countless members of Congress - a skill that served him well in his professional career. His memory was legend." No more than an acquaintance in high school, fellow classmate Ash Hawken came to know Tucker over the years since graduation as a member of the Gonzaga Alumni Association. He recalls frequent interactions with Tucker, "He was a loyal and generous supporter of his school and a person who exemplified its motto "Be a Man for Others." Thomas F. Dunn is predeceased by his sister Margaret Bergeron and brother James Dunn.
