Entered into eternal rest on Friday June 13, 2025. He is survived by his devoted wife of 59 years, Helene; one daughter, Brigitte (Donya); one son, Jacques (Kelli); four grandchildren (Blake, Pearce, Mackenzie, JP); and a host of other relatives, friends, and colleagues. Welford is preceded in death by his twin brother, Wilbur. Visitation will be held Thursday July 17, 2025, at 10 a.m. until the memorial service at 11 a.m. at Marshall-March Funeral Home located at 4217 9th St. NW, Washington DC 20011. Interment Private.
