Dear Mulroy Family:
I was very sorry to learn of Bill's passing. I met and worked with him just after he retired from fedreal service. We were both involved in integrity issues and I was amazed at how much Bill had done to pioneer this field, on his own. Later I talked with an IRS official and asked if he had known Bill--and he replied quickly "Bill was a real innovator." I know that in the years since we met, Bill developed his own integrity consulting program and take it that he retired to Florida. I am very sorry I lost track of him. He was a very, very fine man and did a great deal to see that the traditional values of honesty and candor become hallmarks of the federal service. Your family will be in our thoughts and prayers.
