Charlotte was born April 25, 1928 in Pope County, IL, the daughter of Joseph A. and Claris R. Phelps Caldwell. She married Frank E. Steffen on January 15, 1949 in Quincy. He preceded her in death on March 11, 2009.
She was a 1946 graduate of Quincy High School and attended Gem City Business College. She worked for many years at Motorola in Quincy. When the plant closed, she went to work and later retired from Broadcast Electronics. Charlotte was secretary at Quincy Gun Club and was a skilled trap shooter. She was also an avid hunter and enjoyed fishing. She dedicated over 10 years to teaching hunter safety for the Illinois Department of Natural Resources. She and Frank were longtime members of Liberty Christian Church and the Moose Club. She enjoyed traveling and had the opportunity to see and experience many places; her favorite being the various Veteran's Memorials in Washington D.C.. In her spare time, Charlotte enjoyed sewing and crocheting. Most of all she loved spending time with her children, grandchildren, and great grandchildren (by whom she was affectionately known as "Granny"). Among other things, she will be greatly missed for the homemade banana bars enjoyed by many.

Our friendship since Duane and I moved to liberty back in 1995 and joined the Liberty Christian Church has been a loving experience. We have kept in touch in church activities and visits at your home not too far from me which I thoroughly enjoyed. We had lots of similar interests: farm life, children, Friendship Circle, flowers, hunting, and just old times. Love you dearly and will miss you; but I know you are very happy in the hands of our Savior! God be with you. Love, Becky Leech
