Dennis was born January 29, 1953, in Quincy, IL to Kenneth and Margaret (Hessing) Hoener.
He was married to Tammy Welty on December 6, 2007 at the Adams County Courthouse in Quincy, IL. She survives.

Dennis was a big fan of the Las Vegas Raiders and the St. Louis Cardinals. He loved spending time out in nature, taking hikes, and visiting Siloam Springs. If Dennis was in charge of the remote, the TV was likely tuned to Dr. Phil, Rachael Ray, Dateline, or his favorite movie, Jeremiah Johnson. Most of all, Dennis loved his family and especially cherished time with his grandchildren and nieces and nephews.
