Joseph Matt Brown, 90, passed away peacefully at home in Panama City, FL, on August 19, 2025. Born January 30, 1935, in Winston-Salem, NC, Joe was a graduate of RJ Reynolds High School and NC State University with a degree in Mechanical Engineering. He dedicated 36 years of service to the U.S. Navy at the Naval Systems Laboratory in Panama City, where his talent for design and precision was unmatched.

An accomplished diver, pilot, and mechanic, Joe earned his Navy Dive certification, Private Pilot's License, Instrument Rating, and FAA Airframe & Power Plant Certification. He shared his passions generously with his family-diving with his sons and flying with his wife, Stuart, his devoted partner of over 71 years.

He is survived by his wife, Stuart Spicer Brown; children, Matt Hayden (Linda) Brown, Hiram Franstark (Gloria Perez) Brown, Mary Stuart (Jerry Jr.) Sowell, and John Joseph (fiancée Kelly) Brown; grandchildren, Jerry Felix (Nicole) Sowell III, Matthew Joseph (Kathryn) Sowell, Hayden Elizabeth (Matt) Bowers, and Stuart Thomas (Girlfriend,Rachel) Brown; and great-grandchildren, Madeline, Theodore, and Lillian.

A visitation was held Saturday, August 23 at 3:30 p.m., with a service at 4 p.m. at Kent Forest Lawn, 2403 Harrison Ave., Panama City. Burial will take place in Winston-Salem at a later date.
