Tracy Carr Obituary


TRACY JEAN CARR, 52, passed away peacefully at home on March 8, 2025. Although her health had been declining, her sudden passing brought deep sorrow to the many who loved and admired her.
Born on May 19, 1972, in Randolph County, Tracy was the beloved daughter of Delbert Carr and the late Clara "Diane" Williams Carr. She was also preceded in death by her maternal grandparents, Martin and Bessie Gower Williams, and her paternal grandparents, Daniel "Webb" Webster and Mary Jane Suder Carr.
Tracy's life was a powerful testament to perseverance, strength, and achievement in the face of adversity. Despite living with Muscular Dystrophy, she pursued her goals with unwavering determination and a positive spirit that inspired all who knew her.
A proud graduate of Marshall University, Tracy earned her bachelor's degree in Criminal Justice in 1994. She continued her academic journey, completing a master's degree in Management and Leadership from Campbellsville University in 2020. Her commitment to education was matched only by her passion for public service.
Tracy began her professional career with the West Virginia Office of the Cabinet Secretary of Education and the Arts, where she coordinated the Governor's Summer Internship Program and managed various grants. Her dedication and talent led to a permanent role as a projects manager. In 1999, Tracy was honored as Rehabilitant of the Year by her district through the West Virginia Division of Rehabilitation Services. In 2002, she joined that very agency and served as the Senior Manager of Governmental and Public Relations, a position she held with pride and excellence until her passing.
Tracy is survived by her devoted father, Delbert Carr, and her loving siblings: Sharon (Bobby) Dennis, David Carr, and Michael (Tina) Carr, all of Parsons, WV. She also leaves behind her cherished nieces and nephews William "Billy" Dennis, Amber Dennis, Mary Beth Carr and Ethan Carr. Great-nieces Alina Smith, Faith Browning and Nevaeh Ware, along with great-nephews Jacob Dennis and Mason Dennis, also carry forward her legacy of love and resilience.
A woman of many interests, Tracy found joy in shopping, jewelry, music, travel, trivia, and spending time with her family and friends. She was a talented painter whose artwork was featured in multiple exhibits, a reflection of her creative spirit and expressive soul.
Tracy Jean Carr will be remembered not only for her professional accomplishments but for the strength of her character, her generosity, and her unwavering dedication to those she loved. She was a guiding light, a source of strength, and a reminder that life's limitations need never define a person's purpose or potential.
A memorial service celebrating Tracy's life will be held Saturday, September 6, 2025, 11 a.m., at St. Paul's United Methodist Church in Parsons, WV.

So many of my life memories have Tracy in them. Meeting her my freshman year at Marshall and remaining friends through the rest of our lives. She embodied everything you´d ever want in a friend and I´m blessed to have called her that.
