Former Ga. congressman 'Bo' Ginn dies at 70
Prominent Democrat lost 1982 governor's race

Former U.S. Rep. Ronald "Bo" Ginn, one of South Georgia's biggest political names of the 1970s and 1980s who made an unsuccessful run for governor in 1982, died Thursday in an Augusta hospital. He was 70.

Ginn represented Georgia's 1st Congressional District from 1973 to 1983. He lost to Joe Frank Harris in the 1982 Democratic primary for governor, and a conviction for bank fraud about 10 years later ended any thought of a political comeback.

Ginn died of cancer, according to his close friend, former U.S. Rep. Doug Barnard, who provided details Thursday on behalf of Ginn's family.

Barnard said Ginn developed cancer about a year ago and was admitted to University Hospital in Augusta late last month.

"He was a very dedicated individual and was very able," Barnard said. "He represented his district tremendously. He did some things for the district they are still benefiting from."

Barnard said Ginn was largely responsible for the Navy choosing St. Marys for the King's Bay submarine base and for helping to protect Fort Stewart in Hinesville when its future was in doubt.

"He was able to influence the Army to make Fort Stewart what it is today," Barnard said, adding that Ginn also helped make possible the rebuilding of the Talmadge Bridge in Savannah.

Ginn's daughter, Julie Moretz, said Ginn "was more than a politician. He was a public servant."

"Growing up, what I remember most about his service was truly helping individual folks get assistance that they needed," Moretz said. "That's what made him tick. That's what he loved to do. He wanted to make a difference, and he did."

Georgia Democratic Party chairman Bobby Kahn said Ginn influenced his decision to enter politics.

"Bo Ginn was a great Congressman and a great public servant," Kahn said. "On a personal note, he was my Congressman for many years, and I remember having lunch with him in the Capitol dining room when I was a junior in high school. That conversation helped fuel my love of politics and public service. Bo Ginn will be missed. Our thoughts and prayers are with his many friends and family."

Ginn was born in Morgan, Ga., but made his home in his late wife Gloria's hometown of Millen.

He filed for bankruptcy in 1993 and then served time in a federal prison after pleading guilty to bank fraud. He agreed in plea bargaining to a 26-month sentence which was later reduced to 15 months.

In 1995 he was resentenced to 21 months in prison, less 7 1/2 months for time served, when the U.S. Circuit Court of Appeals said the first sentence was too lenient.

"Of course it was a tremendous blow to him but I think he was able to overcome it and he served his time and was very remorseful about the incident," Barnard said.

Ginn rebounded to launch his Ginn and Eddington lobbying firm in Washington, representing mostly defense industries.

Ginn and his wife moved to Augusta to be near their children. Gloria Ginn died of cancer about six years ago, Barnard said.

Ginn attended Abraham Baldwin Agricultural College in Tifton and Georgia Southern in Statesboro. A teacher, businessman and cattle farmer, Ginn began his political career as an administrative assistant to U.S. Sen. Herman E. Talmadge before beginning his own time in Washington.

"Political icon is probably a pretty good description because he was involved for a long time," said Bert Lance, who served as President Carter's budget chief when Ginn served in Washington.

"Anybody who had contact with him came away with high marks for him."

Ginn is survived by three children -- Moretz, Ronald Bryan Ginn, Jr. and Kacy Jones -- and seven grandchildren.

Ginn's funeral service is planned for Sunday at 2 p.m. at the Millen Baptist Church.

What a joy it was to have known and worked with Bo! I remember the first night I was in Atlanta alone, in the big city as a grown up working girl from Oliver, Bo took me out to dinner and to a Talmadge party. You all know how much both of my parents, Bernice and J.D. Clarke loved and respected Bo. Bo's eulogy at Dad's funeral was very special to us all. And we learned that they were right to support such a fine and dedicated man for the offices he held. I knew you girls when you were very young,and Bryan when Bo ran for Governor. So sorry to hear of the loss of one of the finest men I had the privelege of knowing while growing up. Mr. Ginn (as I always addressed him at the gas station when he stopped in), always had a smile for me. I still have the calendar that he endorsed to me all those years ago. My mom and dad, George and Lenora (Tillman)Grumbles, were good friends of your parents all those years ago, in fact, your parents were my godparents. In 1977, my son, Sam Hudson, age 26, was missing in a Wilderness area of Colorado and your father and Pres. Carter got the help my family needed to get to the bottom of what had happened. Sadly, the outcome was not the one we prayed for, but at least his remains were found and identified after a massive search, and we were given the opportunity to have a Christian burial. I was so proud to have worked as an intern for Congressman Ginn and later for him at Ginn, Edington,Moore and Wade. He was such a kind sole and a true and thoughtful gentleman. While there were many thought provoking things that I learned from him at work it was the little things that i remember most. Mr. Ginn was an avid letter writer and I cannot not help but think of him each time i fold a letter, for he was the person who taught me to fold letters "correctly", with the salutation above the fold. I regret that he and his family had to endure sadness during a time that should have been the golden years of his life. If anyone deserved to be happy, he did. I am comforted that a high school friend of mine was his nurse in Augusta hospital and related to him a story of receiving a signed photo of him during his congressional service. I was happy to be reminded by her that I sent it to her upon her request when I interned in his office. She also comforted me by relating that he spoke kindly of me during his days there. I am forever grateful for his influence in my life. He truly was one of the nicest, kindest oldstyle politicans going. my best to his family.

I had the honor of meeting Mr. Bo through the Children's Heart Program at MCG. His friendly smile and appealing personality impressed me long before I ever knew about his political service to our state and country. (I'm a transplant to Georgia and was very young in the 70s.) He will long be remembered for what he did for his country and state, but also by the people who were fortunate enough to have had the opportunity to get to know him on a personal level.

My deepest sympathy to the family of Bo Ginn. Bo provided me with my first "real" job after college in Washington and I was saddened when we parted company the first time when Bo left Congress. As one of the newest members of his staff, it fell to me to attend to the last small details of shutting down his Capitol Hill office. I felt moved to chronicle the last few hours and recorded the bits and pieces of people's lives left behind. I discovered that Bo had "autographed" the inside of a desk drawer with his name and years of service. It was so clearly a plea to be remembered. As I wrote that day, and as I write with sadness in my heart this day, "Bo, you needn't have bothered. You will not be forgotten."

The last time that I saw "Mr. Bo" was at the back steps of my parents' home in Millen, Georgia while I was visiting there. He had just stopped by to greet us, and though obviously struggling with his cancer, he still wore the same smile and had the same interest in my family that he has always shown.



There were no campaigns going on, no voters to encourage, just a friend checking-in with others. That's the same "Mr. Bo" that I remember as "my" candidate in the mock elections in jr. high which we held during the '72 elections; the same one who so faithfully served as my congressman; the same one that I worked for in his bid for Georgia governor; and the "Mr. Bo" who offered such a beautiful toast (with a little local humor thrown in for my groom) at my wedding rehearsal 17 years ago.



To Kacy, Julie, Bryan and your families, thank you for sharing both of your parents, but particularly your daddy in such a public way. He has meant a great deal to many over the years, and I am thankful to have been a part of those his life touched.

I am so sorry to learn of your father's passing. He was the finest.



I had the pleasure of working not one, but two summer internships for him in Washington. The time he spent with me was invaluable and I treasure it. Although his time was rushed on the Hill when there he never rushed anyone, but took the time to smile and ask about what they thought.



The one thing I remember about my internships was he gave me several chances to attend meetings. I even got to met Casper Weinberger! I remember once I was supposed to find him in the Capitol for a vote....thought I knew where to find him...walked in the wrong door and ended up 6 feet on the House floor(!) before several old Sgts at Arms gave me the "wrong door son!" ....scared me to death and when I found him I told him what I did and he laughed and said "thats the first time those guys have gotten off their stools in 20 years!!!!"



Working in his office I was in awe, especially at all the top military brass with many stars that passed thru his doors and his command of respect by such.



But it didnt have to be one with stars on their shoulder but any constituent from the First District was welcomed not only with the same respect as those Generals but with a hug and a glad backslap to seeing someone from home.



I last saw Mr. Bo at Sen Talmadge's funeral in '02. How I wish I had the chance to see his smile and tell him how much I respect and appreciate what he did for me again.



Georgia has lost a great lawmaker, and a great friend to all those who knew him.

When Mr. Bo ran for governor back in the 80's, I was just a toddler. It was my first political experience. Being from the same county that Mr. Bo was born and reared in, my family was passionate about his being elected. My mom still has mt t-shirt that says, "GO BO!" The democratic principles that he stood for encourage me and my fellow young Democrats to work for the needs of the comman man-the same needs that he committed his life of pulic service to throughout his days. His legacy and the mark he has left will forever be remembered by many.

Were it not for Bo Ginn getting me my first job in Washington 24 years ago, I would not be sitting at my Capitol Hill office now, as I write, with a wonderful view of the dome of the U.S. Capitol.

Bo Ginn, quite simply, was a wonderful man. He embodied the essence of a Southern gentleman whose goal in life was simply to help people.

Growing up in Millen just two blocks away from him and his family, I have no doubt that as a child there were times when I annoyed the hell out of him with requests, some ranging from signed pictures of politicians to a flag that had flown over the U.S. Capitol. Despite the annoyances of a youngster enamoured with politics, he was consistently reassuring and kind.

After leaving Congress and establishing his own firm on Prince Street in Alexandria, I knocked on his door again after my college years. This time, I was asking for another job. He turned around in his swivel chair, picked up the phone, and within minutes, I had another job on Capitol Hill.

Since then, I have been in and out of this building for more than two decades largely in part because of Bo Ginn.

Despite sharing a few correspondences over the years, we hadn't stayed in touch, but he remained in my thoughts.

Last weekend my mother, who remains in Millen, gave me his son Bryan's phone number. As usual, another chore got in the way and I failed to call. Today I learned it was too late.

I did very little for you Bo Ginn, but you did a lot for me. Thank you for the enormous contribution you made in my life and thank you for being my friend.

Through my parents I knew Bo & Gloria for many years. What a great inspiration they were to all citizens. I had much fun traveling with Bo across this state in the Governor's race, and it was the best "classroom" experience for politics I ever had. Bo was a wonderful friend as well as my congressman. He was truly a statesman in all sense who loved his country, his family, and friends. My heartfelt sympathy, love, and prayers goes to Kacy, Julie, Bryan and families.

A friend that I had many hours visiting around the coffee pot at the drug store in Edison,Ga. "Bo" was a gentleman in every sense of the word. Georgia is better having had him, and I am better for having him as a friend. God Bless you "Bo".
