ANNAPOLIS, Md. (AP) - Former U.S. Sen. Charles McC. Mathias, a liberal Republican from Maryland who championed civil rights and protection of the Chesapeake Bay during his 26 years in Washington, has died. He was 87.

Mathias died Monday at his home in Chevy Chase from complications of Parkinson's disease, said his sons Charles and Robert.

Mathias' career spanned the turbulent years of the Vietnam War and the civil rights movement, and he often found himself at odds with his party on those and other issues.

In retirement, Mathias broke with his party again in 2008 when he endorsed Sen. Barack Obama a week before the presidential election. He said Obama was "better suited to recharge America's economic health, restore its prestige abroad and inspire anew all people who cherish freedom and equality."

Leaders from both the state's Democrat and Republican parties described him as an influence on their careers. Former Republican Gov. Robert Ehrlich said he keeps a photo of Mathias on his office wall.

"He was a pioneer, a gentlemen, and a fierce advocate for the citizens of Maryland during his time in public life," said Ehrlich, who was elected Maryland's first Republican governor in a generation in 2002.

Mathias was elected to the House of Representatives in 1960 from a western Maryland district and quickly gained a reputation for bucking the Republican Party. Election to the Senate followed eight years later. He was a strong supporter of civil rights legislation, favored allowing the District of Columbia to govern itself and supported a federal ban on inexpensive handguns known as Saturday Night Specials.

When conservative Arizona Sen. Barry Goldwater won the GOP presidential nomination in 1964, Mathias would not endorse him by name, saying only that he supported all Republican candidates.

Mathias generally supported President Richard Nixon on economic issues, but opposed two of the pres ident's conservative Supreme Court nominees and voted against the administration's attempts to weaken the 1965 voting rights acts.

In his home state, Mathias was considered to be the father of the massive state and federal program to clean up the Chesapeake Bay.

On June 22, 1973, he began a five-day, 450-mile tour of Maryland's portion of the bay, meeting with more than 150 scientists, business leaders, conservationists, farmers and watermen. That tour laid the groundwork for the eventual partnership among Maryland, Virginia, Pennsylvania, the federal government and the District of Columbia to preserve the bay.

Mathias served three terms in the Senate before deciding not to seek re-election in 1986.

"The season has arrived to shift to a new field of activity," he said in 1985 in announcing his decision. While Mathias was often at odds with the Republican right, he said "that was not significant" in the decision and that conservative colleagues were "ex tremely open and supportive during the time I had this under consideration."

He also predicted "the tide will come in again" for Republican moderates and liberals.

In March 2005, when Mathias received an award from the Maryland Senate, state archivist Edward Papenfuse told the Senate that as a Republican in a Democratic state, "Sen. Mathias wore the label moderate Republican with pride and to great effect."

"His record on civil rights, fair housing and protecting the environment is universally recognized and acclaimed," Papenfuse said.

In a 1993 interview with The St. Petersburg Times, Mathias said that "participating in the civil rights movement was the major thing."

"When I went to Congress, this was a segregated country. Now there is, at least, in law, no racial barriers," he said.

On Monday, Maryland House Speaker Michael Busch described Mathias as an influential lawmaker who "cast a giant shadow across the state of Maryland."

"He stood for all that was good about public office, all that was good about consensus building," Busch, a Democrat, said.

Busch said there was no greater advocate for the Chesapeake Bay than Mathias.

Audrey Scott, chairwoman of the Maryland Republican Party, recalled working on his campaigns and considered him an inspiration.

"He is one of my idols," Scott said. "He was so genuine, so honest. He was a true public servant. He never had a personal agenda. It was only what was best for the people."

Mathias was born in 1922 in Frederick, Md. In his 2008 essay endorsing Obama, he wrote that in 1860, "my great-grandfather ran for the Maryland Senate from Frederick on the anti-slavery Republican ticket. At the top of that ticket was Abraham Lincoln."

Mathias got a bachelor's degree from Haverford College and received a law degree from the University of Maryland in 1949.

He served in World War II, enlisting as an apprentice seaman in 1942 and earning a commission as an ensign. He rose to the rank of captain in the Naval Reserve.

After serving as an assistant state attorney general and city attorney for Frederick, Mathias was elected to the Maryland House of Delegates in 1958. Just two years later, he was elected to the U.S. House of Representatives for the first of four terms.

Besides his sons, Mathias is survived by his wife, Ann Bradford Mathias and two grandchildren, Clare and Catherine.

I worked for Mac in the early eighties on the Senate Judiciary Committee. I have often invoked him in the last year, as a Republican who could effectively and sincerely work across party lines to achieve the people's business and transcend party rancor. Of course he famously paid the price for his independence. His work with Ted Kennedy on the Voting Rights Act and the Martin Luther King Day was particularly notable. He loved the Constitution, its history and meaning for all of us centuries down the road. I remember well his entering the Senate chamber with the Federalist Papers in his hand, ready to fight one of many court-stripping bills popular in the early Reagan years. He was a Great American, of a type unseen in present times.

He was a leader of vision, intellect, and compassion, a man who acted on his belief that public service is both a privilege and a responsibility. I'm a Marylander and took off from work today to watch "In celebration of and thanks giving for the life of Senator Charles Mathias Jr"

I grew up hearing about the Senator, but didn't know just how much of an impact he made until I got older. I was amazed.

.......A life well lived. A "LION" of the United States Senate.  A "RENEGAGE" of the United States Senate.  Whatever he's called......What a man of independent courage.  Graceful without pretense, a man of basic human decency.  His legacy may not resonate in all of us, but for some of us it does. For me his legacy is a beacon.

I'm a magnet for people of strength and courage to go against the tide for what's right.

My condolences to the family of such a great man.

Sen. Mathias was one of the very few great men I have known. He was always principled, always thoughtful and always open to new ideas. He was courageous in what he undertook and visionary in his perspective. I had the benefit of his openness when I proposed the outlandish idea that televised political advertising should be regulated to require for spot advertising that the purchaser of the ad or an identified spokesperson should speak to the camera for the duration of the ad. He gave me a hearing in his committee. Sopke for it at a conference I organized. His premise was "Why does the cost of campaigns keep going up and voter turnout go down." He, like myself, attributed it to the glut of attack advertising. We never got the idea passed into law, but it was not without his trying. I will always be grateful for his effort on this and on so many things I care deeply about.

Rest in peace, Senator Mathias...you are the primary reason I became a transplanted Maryland citizen when transferred here almost 40 years ago while in the US Air Force, and remained...There isn't a day that passes without me telling someone how proud I am to be a Marylander, and I must give you the lion's share of the credit. I learned so many things based on your character and the manner by which you treated your fellow citizens, and the unselfish attitude you had about all things. I think the most important thing I learned was that a man can easily be true to himself if he treated adversaries as equals, as it gave him the moral expectation of having the same treatment returned to him, in kind. God bless you, Senator Mathias, and may you occupy your hard-earned seat at the foot of The Lord's throne for the remainder of all times. You will never be forgotten, and thank you.

Thank you for the fine work you did serving the people of Maryland and the United States. You are the primary reason I became a Maryland citizen when assigned here with the US Air Force in 1971 and remained since. You taught me that a man can be true to himself, with honor, and with civility, and at the same time, can give, and regain the same respect from adversaries...a trait that, thanks to you, will be the standard by which I'll will continue to observe when dealing with others, on any subject. Mac was always a true patriot and an honest man. He will be missed byall who knew him. We knew him from the early 1960s and spent many hours with him and working for his re-elections. During the mid-1970s, I interviewed Sen. Mathias on my public affairs radio show at Yale University. After the interview I thought he would make the ideal president--thoughtful, articulate, independent, and possessing complete integrity. Perhaps most important to me at that time, he treated me--a nervous 20-year-old rookie--with kindness and as much respect as he would have shown to a Walter Cronkite. He was by far my favorite guest. My condolences to Sen. Mathias' family.

I was saddened to learn of Senator Mathias' death. I knew him as a good man. I never knew him connected to a scandal. I was a candidate for his Senate seat and enjoyed our association in that contest; also respected Ann, his wife, who got to calling me "Senator Merrell," that the Senator discouraged. Although I never had a chance to meet Senator Mathias, I am forever indebted to his generous spirit. In 1979, he introduced a Private Relief Bill on my behalf in the Senate, which allowed me to stay in the United States, legally, and pursue my studies, first at a public university, and then, as a post-graduate fellowship recipient at an Ivy League institution. The young Laotian political-asylum seeker is now an American university professor who is devoting all of his energies to educating the young minds of this nation, thanks in large part to Senator Mathias’s liberal intercession. I mourn the passing of an enlightened and principled man whose exemplary life should be a model to emulate. My deepest condolences go to the Mathias family.

Thank you Mr.Mathias for the person you were. I was a young person when you were in office but for some reason you stood out for me. Thanks for being a public servant that didn't vote party line but for what was best for the people. For we entrusted that the people would do what was best fot the people and not them.
Rest in peace Sir for you served us Well!! Thank You Ever So Much.
My prayers go out to your family and friends. Thank You all for sharing him with us. God will help you all thru this.
