God bless Richard and his family. My most sincere condolences as he was a good friend. I was very fortunate to have met him early on in 1975 as a young campus police officer at my first police collectors swap meet in Simi Valley. He became a mentor to me and will always remember his sound advice, tenacity to accuracy and wealth of knowledge. A soldier of the law has made it to heaven. Via Condios Richard.
