The Honourable John Ross Matheson of Kingston ON; formerly of Gananoque, Rideau Ferry, Ottawa, Brockville, Barrie, Toronto, Kingston, Montreal, and Quebec City; passed away Friday morning, from respiratory complications, in the loving presence of his children and grandchildren at Kingston General Hospital.
The oldest child of Gertrude (McCuaig) and Rev. Alexander Dawson Matheson, John was born in Arundel and raised in Quebec City. He attended Queen's University, graduating in 1940 with a B.A. Honours in Economics. He served in World War II with the First Regiment, Royal Canadian Horse Artillery, 1st Canadian Infantry Division. As a Forward Observation Officer, he was wounded near Ortona, Italy in 1943. He convalesced at the Veterans Hospital in Sainte-Anne-de-Bellevue, Quebec, where he met Edith Bickley. They married in 1945, after which John studied Law at Osgoode Hall, graduating in 1948. He later earned degrees from Mount Allison University (Master of Arts), and the University of Western Ontario (Master of Laws). John was appointed a Queen's Counsel in 1967. He also received Honorary Doctorates from Queen's University and the Royal Military College in Kingston.
John's loyalty and service to his alma mater, Queen's University, were exemplified by his Chairmanship of the Board of Management of Queen's Theological College, tenure as a University Councillor, founding membership in the Cha Gheill Society, and two decades on the Board of Trustees.
In 1948 John and Edith settled in Brockville, where he was a founding member of the firm Matheson, Henderson and Hart. John was elected Federal Member of Parliament for Leeds in a 1961 by-election. He was re-elected in 1962, 1963, and 1965 and served as Parliamentary Secretary to Prime Minister Pearson. In 1968, he returned to the practice of law and was appointed Judge for the Judicial District of Ottawa-Carleton. In 1979 he moved to the County Court of Lanark, Perth Ontario. In 1985 he was appointed a Judge of the District Court of Ontario and served on the Ontario Court of Justice (General Division) from 1990 to 1992.
During his political career, John was a leading member of the parliamentary committee, which successfully shepherded the adoption of the Canadian (Maple Leaf) flag by parliament in 1965. Years later, his masters thesis was published under the title "Canada's Flag: A Search for a Country". He also provided the concept and the background research that led to the design of the Order of Canada in 1967.
A devoted Mason, he was a member of numerous lodges in Ontario and Quebec and cherished the practice of Freemasonry. Heraldry was another of John's passionate pursuits. He was a driving force in the foundation of the Canadian Heraldic Authority. Proud of his military associations, he held honorary militia appointments of LCol and then Col with the 30th Field Artillery Regiment, Royal Canadian Artillery from 1972 to 1982.
John was named Brockville Citizen of the Year in 1967. In 1993 he was made an Officer of the Order of Canada. In 1999 he was the first recipient of the Distinguished Service Award from the Canadian Association of Former Parliamentarians. He was a Knight of Justice in the Venerable Order of Saint John and a Knight Commander of Merit in the Order of Lazarus. He received the Canadian Centennial Medal, the Queen Elizabeth II Silver Jubilee Medal, the 125th Anniversary of Confederation of Canada Medal, and the Canadian Forces Decoration.
John was adored and will be dearly missed by loving wife Edith (Bickley) and sisters Dorothy Parnell of London ON, Catherine Carty of Montreal QC, and Margaret Slemon of Toronto ON; children Duncan and his wife Madeline (Coté), Wendy and her husband Michael Simpson, Jill and her husband David Van Every, Donald and his wife Kathryn (McWhinnie), Roderick and his wife Janet (Biewald), Murdoch and his wife Mary Jane (Cook); eighteen grandchildren, and one great grandson.
The Matheson family wishes to thank the staff of St Lawrence Place Residence, Fairmount Home and the Kidd 2 ICU at Kingston General Hospital for the loving care provided to John and his family for the past fifteen years.
John was lifelong member of the United Church of Canada, most recently Chalmers United, in Kingston, where a Celebration of Life ceremony will be held in the spring of 2014 - notice to follow. My family and I are saddened to learn of John's passing. No one ever has had such wonderful neighbours. My condolences to Edith and all their wonderful children who so helped me as a young mother. I will never forget you all.

My sister Gwen, and I met Mr. Matheson at the Matheson Clan reunion in PEI in 2002. What a treat that was for us to meet such an outstanding individual and great Canadian. We send our sincere condolences to the family.

Dear Edith and Family,

Please accept my condolences upon the sad loss of John, husband, father, grandfather and friend.
I am grateful for John's kindness to my father, my children and myself.
Among the friends of my father, Waldo Smith, John was one of his few remaining contemporaries in his old age, and visited him faithfully.
John kindly invited my father and me to the evening gathering of friends and colleagues that marked his retirement from the bench. He thoughtfully attended a church service in Glenburnie that honoured my father. I remember that you, Edith, and John took my father and me out to dinner after my mother's passing. You both came to one of the Smith family gatherings at the Buck Lake cottage. I have happy memories of lunches with you at St. Lawrence Place.
Among John's many fine qualities I appreciate especially his perseverance in whatever he chose to pursue and his great empathy for people. I admired his courage in not allowing his physical limitations to dominate.
I admire you, too, Edith, for being his committed partner, raising your six children, often without his presence when his professional duties took him away from home. I am grateful to have known you both. I wish you all comfort in your grief. Among the many to whom he was a special and beloved person, I will miss him and value his memory.

All members of Heritage Branch of The United Empire Loyalists Association of Canada here in Montreal join in conveying deep sympathy to the members of the Matheson family. Col. Hon. John R. was a distinguished gentleman who touched the minds and hearts of all who were privileged to contact him, however briefly. His sincerity, knowledge and personal integrity were and remain truly inspiriting. We will remember in particular his talk to our Branch some years ago and to several occasions on which we had the chance to speak with him informally in various places. The world needs more men of his calibre. May he rest in peace.

I remember John stopping me at St.George's United Church Toronto as I was wearing a Matheson Tartan scarf and years later attending the Matheson Clan Gathering near Baddeck, Cape Breton with Sir Torquil and Lady Serena Matheson. He was so knowledgeable about the family crest and history that he had our attention for ages. He was always bright eyed and lots of fun. He was person that stands out in our memory associated with the Matheson Clan, Love and Prayers to his family,
David , Dianne, Andrew and Christine.

John was our family lawyer in Brockville for most of my childhood years. My late mother, who also served in Italy as a nurse during the war, greatly admired him. I am truly sorry for your loss. I have been putting together my family tree for my children and found out that John was my Great Uncle. My grandfather was Hugh Homer Matheson. I am very proud and wish that I was able to have met John. John had given my grandfather a book many many years ago. My wife and I got to know John while in Quebec City at French immersion courses for judges. He was very modest about his contributions to our nation. Those included his war service and the role he played in the creation of the Canadian flag. We learned a lot about our country from him. He was a great Canadian.

I have had the honour of knowing Col John Matheson when I was the first female army cadet at 30th Field in Ottawa where John was the Honourary Colonel. I spent many mess dinners hearing of his experiences in the war, of his dear wife Edith and his children who he spoke with such love and pride about.

Later on, in 1988, John officiated my wedding while he was sitting as a Judge in Perth Ontario as a favour to the young cadet he knew as he normally did not perform marriages his secretary told me. Twenty years later a day before our wedding anniversary Mike and I ran into him at the main branch of the library in Kingston. We could not have asked for a better gift than to see my old dear friend Col John. We had a wonderful visit for about an hour and again stories from the past were told.

I had the privilege again of seeing him at the dedication of the Matheson Gate where I took several photos of him. My heart was saddened to hear of his passing. Mike and I send thoughts and prayers go to Edith and the family whom I knew only from the stories at mess dinners.

There will be many tributes written and spoken about John. I will remember him for his great sense of Canadian pride, his humility and his wonderful sense of humor. He attended over the years many events with Correctional Service of Canada speaking to staff about taking pride in their work, and to inmates about the potential they have to turn their lives around. He will be missed by many. My condolences to Edith, and all his family members. We were all blessed to have known John.

My sympathy to Edith and family. I had the pleasure of getting to know Judge John and Edith when they lived on the Rideau and they attended St. Paul's United Church in Perth. For many Sundays we enjoyed discussing the sermon as we ate our 'paper bag' lunches. John taught me to take notes during the sermon which I do to this day. What a privilege it was to share conversation and life with John and Edith. We have lost a dear friend. Sincerely
