William Hall Obituary

HALL, William H. Jr., 81, of Richmond, died Sunday, December 20, 2009 at his home. He was a son of the late William Henry Hall and Estelle Satterwhite Hall; and is survived by his only and very close brother, James E. Hall and wife, Dorothy; a dear niece, Linda Encinas; an outstanding nephew, James Norman Hall; and his dedicated and faithful partner of 45 years, R. Donald Cook. Mr. Hall graduated from Warsaw High School in 1945. Following his attending 12 grammar and high schools throughout the state of Virginia, he also graduated from Strayer College in Washington, D.C. in 1948, where he received a B.S. degree in accounting and finance. He was employed by John L. Lewis and the United Mine Workers in Washington, D.C. for 2.5 years. He then served our country during the Korean Conflict in 1950 through 1953 in the U.S. Army's 163rd Military Police Battalion and the Second Army's Headquarters Quartermaster Corps, and was honorably discharged as a 1st Lieutenant. He was employed by Virginia Electric and Power Company for 14 years, the last three of which as Assistant Comptroller, followed by a 17-year employment as Comptroller for the City of Richmond's Department of Public Utilities, from which he retired in 1985. He served on the City of Richmond's Retirement Board for 26 years and was elected Chairman of the Board of Trustees for one three-year term and Vice Chairman for two full terms. He also was elected and served as President of the Richmond Association of Retired Employees (RARE) in 2007-2008. He was a member of First Baptist Church in Richmond. The family will receive friends 2 to 4 and 6 to 8 p.m. Tuesday at Bliley's - Central, 3801 Augusta Avenue, and where a funeral service will be held 2 p.m. Wednesday. Interment Forest Lawn Cemetery. In lieu of flowers, donations may be made to the Alzheimer's Association.

We met Bill and Don in 1994 when we bought the cottage next door to theirs in Greenwood Beach. Bill was the heart and soul of our small community. His care got us through every challenge including Hurricane Isabel. He always had time for you and was sincere in everything he said and did. We’ll miss our ‘paperboy’ more than words can express. He had our heart … he enriched our lives … he was our true ‘Southern Gentleman.’

Don, I know you understand how much you both mean to us. We know we are blessed with your friendship. It began the first time we met. You and Bill are our dear friends and we love you as only good friends can love one another. We are here for you to talk, to remember or to just sit quietly and watch the Rivah … you are so blessed to have been able to share your life with Bill. May you find peace … Bill will forever be watching over you.

We are saddened by the sudden passing of Bill. We had grown to know and love him as a neighbor at the Northern Neck and will fondly remember the exchange of canteloupe for the newspaper and the daily chat when we had the opportunity to be there. Our condolences to Don and Bill's family.

I knew Bill for many years, first during his tenure on the Board of the Richmond Retirement System, and then as President of the Richmond Association of Retired Employees (RARE). He was a dedicated member of both of these organizations and worked tiredlessly for the benefits of retirees. He will be missed by the many friends who knew him. My sympathies to his family.
